- Furnish all labor, material, equipment and supervision to construct 'Ambulatory Surgery Phase 3', Project No. 626A4-10-10 at the Tennessee Valley Healthcare System, Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129. Work includes architectural, mechanical, electrical, plumbing, fire protection, structural, industrial hygiene, and infection control. Work involves renovation of Ambulatory Surgery and Specialty Clinic space in Building 2, 3 and 117. Construction cost range is between 1,000,000 and $2,000,000. The North American Industrial Classification Standard is 236220 with a small business size standard of $33.5 million. A 20% bid bond shall be submitted with the bid. Performance and payment bonds are required within 10 days after contract award. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business contractors pursuant to 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be CVE verified in the VetBiz Registery at www.vip.vetbiz.gov. The SDVOSB must also be registered in the following websites under NAICS Code 236220: www.ccr.gov; www.orca.bpn.gov; and www.vets100.vets.dol.gov/. Pre-bid site inspections are scheduled on 1/24/2011 and 1/28/2010 in Bldg 6, Room 245 at the Alvin C. York VA Medical Center. The solicitation will be posted o/a January 21, 2011 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Interested bidders can download the solicitation, specifications and drawings from the FedBizOpps website. Amendments will not be mailed but will also be posted at the FedBizOpps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of bids. Bids will be due by 2:00 p.m. CDT on February 18, 2011 at the VISN 9 Network Contracting Activity, Department of Veterans Affairs, 1639 Medical Center Parkway, Suite 400, Room 433, Murfreesboro, Tennessee 37129. Contract will be awarded to the contractor offering the best value to the Government. The following evaluation factors will be used in proposal evaluations: past performance; surgical or medical facility construction experience; key personnel experience; offeror's workforce; proposed project schedule; and pricing. Award is subject to the availability of funds. All requests for information on this solicitation shall be submitted in writing to the Contracting Officer at e-mail susan.kemp@va.gov or faxed to 615-225-5431. Do not contact the A/E of record for information. The deadline for requests for information is 10 calendar days prior to bid opening.
