Description
The United States Special Operations Command Program Manager, Special Operations Forces Survival Support & Equipment Systems (PM-SOF SSES) at the Natick Soldier Research, Development and Engineering Center (NSRDEC), is conducting a market investigation to identify products/technologies with the potential to provide solutions that meet personal signature management requirements to enhance the survivability of the warfighter on the battlefield by reducing vulnerability of detection by IR/EO sensors operating from.4 microns to 14 microns. Respondents are highly encouraged to present innovative ideas and explore the applicability of a wide variety of technical approaches that enhance the warfighter's ability to suppress his signature. The government is willing to pursue technological advancements that may address one area of concern or a complete solution across all areas and environmental conditions. The environment focus of this effort is maritime and is broken down into four zones: (1) open ocean, (2) surf, (3) surf break (wash), and (4) beach. Environmental conditions listed below are not all inclusive but are prevalent and should be given careful consideration during the hours of darkness: All (4) Seasons Temperature Zones (Atmospherics and Water): Cold Climates (less than 45 degrees Fahrenheit) Temperate Climates (46-85 degrees Fahrenheit) Hot Climates (greater than 86 degrees Fahrenheit) Lighting conditions: -Nighttime (All) - natural to include a full lunar cycle and manmade of various sources such as city glow Sky Conditions: -Clear and cloudy/overcast All Sea States The following signature areas are not all inclusive but are prevalent and should be taken into consideration: - Facial/head areas - Hands - Extremities - Torso Proposed signature reduction measures must not degrade existing countermeasures for visual and near-infrared (NIR) protection that have been incorporated into combat uniforms, load carriage systems (pouches, rucksacks, etc.) weapons and helmets. Proposed signature reduction measures should not restrict an operator's ability to swim with equipment and minimally affect his ability to breath, see and hear. Improved capability will be evaluated by a Probability of Detection performance metric as well as T and other contrast metrics, both static and with motion. Tentatively on January 26, 2011 PM-SSSES will host an Industry Information Day at the Naval Special Warfare Command in Coronado, CA followed by an Open Ocean Swim and Over the Beach Demonstration from 1400-2100. Final coordinating instructions to confirm date, schedule of events, building location and directions will be provided separately to respondents before or on 21 January 2011. During this Industry day personnel will have the opportunity to ask questions and comment on the requirements of the RFI, and provide their perspective on the technologies available to meet the requirement. All those wishing to participate in this Industry Day shall provide Company Name, Participant Names, Participant Social Security Number (for entry into facility) and Country of Citizenship, if a foreign national please provide passport #, no later than 21 Jan 11 to Peter Capuzzi, pete.capuzzi@us.army.mil. NOTE: Some of the technical approaches for topics within this solicitation may be subject to export control restrictions under existing export control laws, and or required to be conducted as classified projects as outlined in the National Industrial Security Program Operating Manual (NISPOM) and its supplements. Contractors who would like to submit proposals pertaining to such technologies are encouraged to contact their local Defense Investigative Service (DIS) Industrial Security representative or the Point of Contact (POC) listed in the solicitation for guidance. Interested sources must, within sixty (60) days following the publication of this synopsis, respond with information on their product(s)/technologies and how they might address this requirement. Interested sources shall include information detailed in the FedBizOps Note 25 regarding a firm's experience, personnel, and facilities. Information should include product/technology cost, relevant technical information/specifications/qualifications (i.e., technical literature, data, test reports, illustrations, photographs, patents, etc.), level of product/technology maturity (i.e., is the product/technology in the science & technology, in the research & development or production phase?), product/technology history (i.e., who is the product/technology used by and in what applications?), and a sample (optional). If a firm chooses to submit samples they must pre-coordinate the shipment with the POC below. No payment will be made by the Government for such samples, and the samples will be returned at each company's request and each company desiring to submit or have a sample returned shall arrange for shipment at no cost to the Government. Any information submitted will be controlled and not be returned. When a respondent must include proprietary data in order to fully communicate their product/technology, the respondent must clearly mark and identify any proprietary data that the respondent intends to be used only by the Government for evaluation purposes. The respondent must also identify any technical data contained in their documentation that it is furnishing to the Government with restrictions on use, release, or disclosure. In the absence of such identification, the Government will assume to have unlimited rights to all technical data in the documentation. Records or data bearing one of the Defense Federal Acquisition Regulation Supplemental (DFARS) approved restrictive legends may be included in the documentation. It is the intent of the Government to treat all documentation as privileged information and to disclose their contents only for the purpose of evaluation. The respondents are cautioned, however, that portions of the documentation may be subject to release under terms of the Freedom of Information Act, 5 U.S.C. 552, as amended. Respondents must be registered in the Central Contractor Registration (CCR) database and provide a DUNS number. Firms may register for CCR at www.ccr.gov. Firms responding shall indicate whether or not they are a small business.
