- This is NOT a solicitation announcement. This is a Sources Sought Notice only. The purpose of this sources sought synopsis is for market research purposes to determine if capable, small businesses which include service disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), women-owned small business (WOSB) historically underutilized business zone (HUBZone) businesses, 8(a) firms, small disadvantaged business (SDB) relative to North American Industry Classification system (NAICS) code 611430 (size standard in gross annual receipts of income as defined in 13 CFR 121.104) ) possess the capability to support National Oceanic and Atmospheric Administration (NOAA) to Communicating Science Workshops for Scientists and Engineers. Responses to this sources sought notice shall not constitute responses to any solicitation, which is not currently available. As stipulated in FAR 5.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a small business set-aside, full and open competition, or sole-source procurement. The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has a requirement for workshops for scientists and engineers on communicating science with non-scientists. Effective scientist-communicators who foster information-sharing and respect between science and the public are essential for true public communication of and engagement with science. However, currently NOAA has too few effective emissaries for science. Communication is typically an acquired, not innate skill, and NOAA maintains that scientists should be provided quality resources to help develop their ability to communicate their science effectively to a variety of non-scientific audiences, including but not limited to the media, general public, Congress, and decision makers. NOAA recognizes that science and scientists have their own vocabulary and communication style that may not always translate well for non-scientific audiences. Further, scientists increasingly are required by NOAA to extend beyond the scientific community and communicate their research directly to the greater public, including the media and policy makers, but traditional scientific training typically does not prepare scientists to be effective public communicators. Workshops that are similar in nature to the government's requirements have been provided in the past by American Association for the Advancement of Science through a grant with the National Science Foundation (http://communicatingscience.aaas.org/pages/workshops.aspx). The contractor must provide all personnel, equipment, materials, supervision, and other items and services necessary to deliver workshops to scientists, engineers, and NOAA communications staff assisting those scientists and engineers to better communicate their science with other non-scientific audiences. The objective of the workshop is skill-development training for these scientists for communicating science with audiences that may consist of, but is not limited to, the public, media, Congress, and decision makers. The workshop(s) shall be provided for approximately 40 to 80 participants. A workshop(s) shall be one (1) day. It is anticipated that the government shall have approximately four (4) to six (6) workshop sessions per year. Place of performance would be throughout the United States. The workshop curriculum shall fit NOAA's specific program needs. The curriculum shall including the following: • Explain the importance of communicating NOAA science to non--scientific audiences (e.g. general public, Congress, media, etc.) • How to identify audiences for NOAA science • Developing the key science message(s) for non-scientific audiences • How to identify opportunities to engage non-scientific audiences with NOAA science • Giving science presentations to the non-scientific audiences • Practice with research and science messages for selected attendees • Provide on-camera practice sessions for selected attendees with critiques from workshop participants and workshop facilitator • How to work with your communications office The contractor shall provide the following key personnel with a minimum of the following experience: • Workshop Planner. They must have at least three (3) years experience in developing/conducting workshops or conferences similar to the requirements stated above. • Facilitator/Speaker(s). Training qualifications shall meet at a minimum: B.A. or B.S. in Communication or Public Relations from an accredited university; or other B.A or B.S degrees area is acceptable as long as there is an emphasis in communication (e.g at least 24 semester hours of communication course) from an accredited university; or have at least three (3) or more years experience in providing communication workshops; and have at least three (3) years of experience in training scientists and engineers to communicate science with non-scientific audiences similar to the requirements stated above. Firms that believe they have the necessary expertise and capability to provide these workshops may submit a capability statement which shall be considered by the agency. The capability statement shall be no more than twenty (20) single-sided pages in length and shall address the following topics: - Organization's Name, Address, Phone Number, Email, and Point of Contact Information. - Include your business size classification (e.g. large business, small business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.) - Short description of your organization's mission/purpose as it relates to the government's requirement. - Description of corporate experience, customers, and similar projects to the government's requirement. List of references for similar projects that includes points of contact, title, telephone numbers, and email addresses. - Resumes and other documents demonstrating the required experience for the Workshop Planner and Facilitator/Speaker. Submissions will not be accepted after thirty (30) days from the posting date. Electronic responses are required and shall be submitted to Joan Clarkston at joan.e.clarkston@noaa.gov. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available.
