Description This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information (RFI). If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. Background The Federal Executive Institute (FEI) is the federal government’s premier leadership development center. Since 1968, FEI has operated executive education programs for GS-15s and members of the Senior Executive Service (SES). At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year and a variety of open-enrollment and custom-designed programs through FEI’s Custom Solutions Office. The Federal Executive Institute is looking for a vendor to teach a three day course on Business Acumen. The course will be taught on the campus of FEI in Charlottesville, Virginia. The audience will be approximately 20 senior government civil servants at the GS15 or Senior Executive Service (SES) level. The scheduled dates for the course are May 2 – 4, 2011. A description of the course can be found at: https://www.leadership.opm.gov/Programs/Executive-Leadership-Development/SBA/Index.aspx Scope of Work The focus of the course will be on how senior civil servants should incorporate business acumen knowledge and factors into leadership decisions. For purposes of this course, business acumen is assumed to include the management and organizational use of the following: (1) finance/accounting; (2) information technology; (3) human resources; and (4) innovation. The instructor(s) for this course will be expected to lead the class through a series of case studies. These case studies should demonstrate how the proper management of these four business acumen factors can assist a government agency/bureau/office to attain its organizational goals. The instructor will be expected to do the following: 1. Prepare a set of pre-course readings that will be distributed by FEI to the government executives before they arrive: 2.Prepare all course materials and associated handouts, all of which the vendor must assert that the vendor has legal right to use; 3.Supply one or more instructors, all of whom are qualified and experienced to teach business acumen-related material; and 4.Be prepared to close out the course responding to any and all final inquiries/open issues. Vendors who believe that they qualify to teach this subject matter and are prepared to perform the activities above should provide to FEI the following material: a complete description of the firm that identifies all principals, owners, and instructors; the background and qualifications of potential instructors; where and when in the last two years the vendor has taught identical or similar courses; the estimated cost for this service separately quoting out-of-pocket expenses and the actual instructional service itself; references (particularly federal government organizations); and any reservations/qualifications that the vendor thinks would apply. FEI expects that, if this course is successful, it will be repeated and incorporated into FEI’s open enrollment program, a series of approximately 25 courses that are offered annually to senior government civil servants. All vendors who qualify based on their initial submission may be requested to be interviewed at FEI. The cost to prepare a submission and to travel to Charlottesville will not be reimbursed.
