- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Mammal Laboratory located in Seattle, WA is seeking for a laboratory technician for the National Marine Mammal Molecular Ecology Research laboratory to extract DNA from northern fur seal (NFS) tissue samples taken during the 2010 field season. After extraction archive the remaining tissues along with other tissues collected during the 2010 field season. PCR DNA from the NFS tissue samples to screen for diseases thought to cause reproductive failure. Analyze genotypes from California sea lions as part of a continuing study of paternity. Due to the value and sensitivity of the samples and the difficulty of comparing microsatellite data across platforms this work has to be performed onsite at the National Marine Mammal Laboratory. In addition to the lab work two weeks will be spent on St Paul Island Alaska aiding in the collection of tissues from NFS pups found dead on the rookery in July of 2011. The entire Solicitation is attached. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 541690 with a small business size standard of 7.0 M. The government intends to issue a firm fixed price contract, period of performance commencing approximately Feb 15, 2011 through Jan 31, 2012. Contractors responding to the RFQ must submit technical proposal and documentation that demonstrate qualifications. All interested parties must respond to this announcement within ten (10) calendar days of its publication.
