- Description
- A. Purpose The Air Force District of Washington (AFDW) A6 Communications Directorate is requesting information to determine sources sought with demonstrated experience and ability to provide membership access to Information Technology Research Databases. B. Objective The objective is to obtain information about suppliers that: 1. Have the ability to provide access to IT research analysis that would allow the ability to see how complex IT infrastructure issues are handled by other DOD agencies and private industry. 2. Have the ability to provide a repository for completed and ongoing research on a wide-range of IT related topics that are extensively used by all facets of the DOD, government, and private industry. 3. Are capable of providing an extensive database of IT research papers and reports on industry wide developments. 4. Are capable of providing information, but not limited to, in the following areas: a. Application Management b. Business Intelligence and Information Management c. Business Process Improvement d. Enterprise Architecture e. Infrastructure and Operations f. Program and Portfolio Management g. Security and Risk Management h. Sourcing and Vendor Relationships C. Information Technology Membership Requirements: 1. Membership shall provide access to a range of written IT Research Reports and analyst inquiries that include, but are not limited to, the following: a. Vendor and Product Ratings Reports that provide member organizations with a holistic view of vendors from whom they are purchasing products and services. b. Special reports that (1) cover underlying research themes that cut across technology or industry-specific research, or (2) may provide in-depth strategic analysis of trends, industry developments, vendors, products and services. c. Published research that focus on companies, products, markets, decision frameworks, tactical guidelines, case studies and strategic planning assumptions. d. Toolkit Resources that are prescriptive, downloadable and diagnostic resources that provide actionable advice and guidance on how to execute specific actions organized by specific roles and activities. e. Standard analyst inquiry which provide member access to company analysts for help in interpreting application of published research and are based on applicable research service scope of coverage. Inquiry sessions are related to the interpretation or application of published Research and are based on applicable Research Service scope of coverage. f. Provide basic technology reviews of business related documents that are 20 pages or fewer. Documents include, but are not limited to, request for proposals, marketing or business plans and procurement agreements. g. A monthly executive summary focusing on hot IT issues. h. IT key metrics data that provides detailed spending and staffing metrics. i. Downloadable tools and templates that can be altered by member for internal use. D. Requirements: RFI responses must include: 1. Name of the primary point of contact 2. Business title 3. Email address 4. A brief summary description of relevant experience and ability to provide Information Technology Research Membership Licenses that meet the aforementioned objectives and requirements. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the Information Technology Research Membership Licenses. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
