Description
This is a Modification to RFI #11-006LC seeking information from industry to be used for the development of specifications and the Statement of Work (SOW) for the Tour Operations at Hoover Dam. Due to technical difficulties with RFI #11-006LC please re-submit any previous information submitted and any new information desired to be submitted at this time. Responses to this RFI are to be submitted no later than January 18, 2011. All responses to this RFI shall be submitted to Ms. Angela Vaughn Manager, Tour Operations, at P. O. Box 61470, Boulder City, NV 89006-1470 or via email at: avaughn@usbr.gov. Please include Mrs. Denise L. Colwell, Contracting Officer at dcolwell@usbr.gov and Mr. Shawn Smith, Procurement Tech at ssmith@usbr.gov on all emails. All questions related to this RFI shall be submitted in writing to the email addresses above and shall include an email address of the requestor. (Original RFI) This is a Request for Information (RFI) for project planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is seeking information from industry to be used for the development of specifications and the Statement of Work (SOW) for the Tour Operations at Hoover Dam. Over 1,000,000 people per year make a specific effort to visit Hoover Dam. Reclamation operates a large visitor center and also provides a multi-story parking structure both on the Nevada side of the dam. Reclamation provides exhibits related to the construction of the dam and conducts tours inside the plant and or dam. There are retail outlets, run by the State of Nevada under the authority of the Randolph Shepard Act, providing souvenirs, food and beverage to the public. Visitor services are conducted every day, except Thanksgiving and Christmas days, throughout the year, with spring and summer receiving the most visitation. Tours are conducted in the interior portions of the dam. Six months of the year, the hours of operation are 9:00 a.m. to 5:00 p.m. with the remainder of the year being 9:00 a.m. to 6:00 p.m. Approximately 850,000 tourists bought tickets to the Visitor Center in 2009, either by purchasing Visitor Center Admission Only tickets or one of the Tour Ticket Options. Interested parties are encouraged to voluntarily provide information on their respective work capability/capacity for this type of work and budgetary cost estimates, that may be considered for Reclamation's development of the project specifications and SOW. Requirements for Tour Operations:1. Provide Dam Toursa. Twenty one people per tour, 1 hour in length, up to 18 tours per day.2. Provide Power Plant Tours.a. Eighty people per tour, 30 minutes in length, up to approximately 40 tours per day.3. Provide all materials necessary for the actual tour such as identification products to differentiate the types of tours.4. Provide customer support at the Old Exhibit Building, Theater Level, Escalators, and New Exhibit Level.5. Provide tour dispatch function. Response to RFI should include:1. Name, address and contact information of party submitting a response to the RFI.2. Description of vendor capabilities and commercial terms and conditions.3. Comments and recommendations that may be used to assist Reclamation in the development of a specification/SOW that will provide for optimum competition among commercial sources and improve the Government's ability to obtain quality, commercially available competitive prices for Tour Operations.4. Description of technical challenges and approaches to achieve the above goals.5. Rough estimates for budgetary purposes only. This RFI is issued for information only. Respondents are advised that Reclamation is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. If it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
