Description
Combine Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PC-10-Q-RG3 and is issued as a Request for Quotation. This is a RFQ notice of intent to award a sole source contract to the National Peace Corps Association NPCA for the procurement of Worldview magazine and advertising space within Worldview magazine. Worldview magazine is a 16-year-old quarterly magazine of news and commentary about the Peace Corps world. The NPCA of Washington DC is the sole provider of this product, no other supplies or services satisfies the agency's requirement. The applicable NAICS code is 424920 and small business size standard is $100 million dollars. The Peace Corps is not requesting information from resellers of this product. The Peace Corps intends to issue a firm-fixed price purchase order for the items identified herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Advertising in World View Magazine to support the recruitment of Peace Corps Response volunteers with skills consistently requested by host countries but in short supply. This RFQ is for the following items: ; CLIN 001 Worldview Magazine, Winter 2010 8,600 copies and CLIN 002 Worldview Magazine, Spring 2011 8,600 copies; CLIN 003 Worldview Magazine, Summer 2011 8,600 copies; CLIN 004 Worldview Magazine, Fall 2010 8,600 copies; and CLIN 005 Advertising space in Worldview magazine consisting of a full, two-page spread in four-color, and inside placement position in each issue Spring 2011 through Winter 2011. Delivery terms are FOB Destination to the Peace Corps Warehouse located in SOC Fulfillment Center 13882 Redskin Drive Herndon VA 20171. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far. Clauses incorporated by reference are 52.212-1, 52.212-3, 52.212-4, 52.212-5, with its addendums 52.222-3, 52.222-19, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-33, 52.233-3, 52.233-4, 52.239-1and FOB destination clause 52.247-34(Nov 1991). The Contractor shall make no publicity announcements or issue other public relations or promotional materials mentioning the Contractor's connection with Peace Corps without first consulting with the Contracting Officer. Further the Contractor shall not use the Peace Corps name and/or logo in conjunction with, or proximity to, the Contractor's logo, trademark, trade name or facsimile thereof (co-branding) without the advance written concurrence of the Contracting Officer. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The submission of this data for review shall not impede award of this contract. The Government does not intend to pay for any information received in response to this announcement.
