- a. General: This project is a renovation of an existing one-story medical clinic located in Chiman District, Panama Province-Panama. The Contractor shall renovate existing security windows and elevated water storage tanks. Contractor shall replace roof, electrical, plumbing, sewer, floor, bathrooms, cabinets, windows, and doors. The Contractor shall also provide and install a solar panel system, construct storage, incinerator, and fire alarm system. Clinic shall include reception/finance, laboratories (i.e. chemical, hematology, urinalysis, and "autoclave"), pharmacy, archives/record room, examination rooms, orthodontist room, waiting room, restrooms, storage room, newborn rooms, sterilization room, vaccination room, emergency rooms, laundry, and utility rooms. Approximate overall dimensions of 14.7 m x 25.1 m. Approximate dormitory dimensions are 8.10 x 12.8 m. Contractor shall construct a separate dormitory (living quarters for doctors and nurses) area and basement to include a kitchen, dining/living room, laundry room, restroom, 4 dormitory rooms, and porch. Basement area will be used to install generator and dentist compressor. Approximate dormitory dimensions are 8.10 x 12.8 m. No potable water, sewer, or power is available at the proposed site. Elevated water storage tank is available with collected rain water. b. The Contractor shall furnish all management, supervision, labor, equipment, material, transportation, and supplies required to renovate the clinic, construct dorms, storage, incinerator, and basement, provide and install solar panel and fire alarm systems. Work shall include footer, slab, walls, roof, plumbing, sewer, electrical, restrooms, painting exterior and interior walls addition, carpentry, storage tank, elevated water storage tank repair, and septic tank. The work shall comply with all applicable codes and the Contractor shall perform insect and vector control spraying inside and outside the clinic and dorms once it is completed. c. Place of Performance: Project location is in Chiman community, Chiman District, Panama Province-Panama. Coordinates for this location are N08o42'56.0" and W78o37'57.6". d. Due to the close proximity of this project to the border with Colombia and the location being a high risk area, recommend that all interested sources, both local and U.S. check the U.S. State Department travel advisory website for any travel advisory information for that location. e. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 210 calendar days. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000.00 and $500,000 dollars. f. Contractor shall use the construction design drawings. g. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 28 January 2011.
