Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Conservation Biology Division located in Seattle, WA 98102 on a sole source basis with Biowaves Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor shall collect marine mammal detection data using visual methods or from monitoring acoustic devices, collect predation event samples, other prey remains or related samples during a 19 day vessel survey which will occur between April 1 to April 30, 2011. Biowaves Inc. is the only qualified organization to conduct this research. The company president, Tom Norris designed the towed array systems used for detection and tracking killer whales on Northwest Fisheries Science Center survey cruises. All of their employees that will work on this project have extensive experience conducting acoustic surveys for cetaceans, in particular killer whales, and as such have a unique and critical knowledge about survey operations and equipment. The government intends to negotiate a firm- fixed price contract, period of performance of contract will commence approximately Feb 1, 2011 through April 30, 2011. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered by the government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
