- SOW and evluation critieria for Philippines environment sector assessment Solicitation for Philippines environmental sector assessment USAID would like to have an assessment of the Philippine environmental sector. The purpose of the assessment is to provide USAID with key background information, analysis, and stakeholder input about the state of the environment sector particularly related to conservation of biodiversity and tropical forests and the likely impacts of climate change on forests and biodiversity in the Philippines. This solicitation is being posted to request proposals. The contracting procedure will follow FAR Part 13, Simplified Acquisition Procedures. USAID/Philippines anticipates awarding a firm-fixed price purchase order as a result of this solicitation. Proposals will be evaluated using the evaluation criteria stated in the solicitation and award shall be made to the responsible contractor whose proposal represents the best value to the U.S. Government. The estimated period of performance is 8 weeks. Proposals are due 12:00 noon, January 21, 2011, Manila local time. All questions relating to this solicitation are due start of business hours of January 13, 2011, Manila local time. The instructions, statement of work, and evaluation criteria are attached.
