- Contracting Office Address USP&FO For Maryland, Purchasing & Contracting Division, 301 Old Bay Lane, State Military Reservation, Havre de Grace, Maryland 21078-4094 Description NOTICE OF INTENT TO AWARD SOLE SOURCE: The United States Property & Fiscal Office for Maryland intends to negotiate a firm fixed price contract, on a sole source basis, with POZ Environmental LLC, HC 87 Box 110E, Pocono Lake, PA 18347-9731 for the purchase of Quality Assurance, Inspection and Engineering Services. Services required include, investigative reports, study reports, design analyses, review of project drawings and specifications, preparing meeting minutes, quality assurance plans, constructability review reports, construction bidding documents, review and analysis of construction change order requests, review of material submittals and any other document necessary to provide complete Quality, Inspection and Engineering services. The proposed contract action for Quality Assurance, Inspection and Engineering services for which the government intends to solicit and negotiate with only one source under the authority of Federal Acquisitions Regulation, FAR 6.302-5 (6), Sole source awards under the Veterans Benefits Act of 2003, FAR 5.202(a)(4) Exceptions, FAR 19.201(a) General Policy and FAR 19.1405 Service-disabled veteran owned small business set-aside. POZ Environmental is a certified Service Disabled Veteran Owned Small Business (SDVOSB) and registration can be found online at www.vetbiz.gov and www.bpn.gov. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this procurement, based upon any responses to this notice, is solely within the discretion of the Government. Any information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Any responses/proposals to this notice must be received no later than close of business, 12:00 P.M., 10 January 2011, Eastern Time. Point of Contact: Edward W.
