Sample Course Requirements Sample Materials and Equipment List Draft SOW The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) is seeking capability statements from vendors able to provide functional training related to various technical aspects of the National Urban Search and Rescue (US&R) Response System and its emergency search and rescue mission in accordance with the attached draft Statement of Work (SOW). Please note this is a Sources Sought Notice. A solicitation is not being issued at this time, and this notice shall not be construed as a commitment by the Government to award a contract, or to pay for the information received or to follow a particular acquisition approach. BACKGROUND Under the National Response Framework, FEMA is the designated lead agency responsible for providing Federal Urban Search and Rescue assistance to State and local governments during federally declared emergencies or disasters. The NRF Emergency Support Function 9 Annex describes the FEMA US&R mission in some detail. Briefly, the FEMA US&R mission is to locate, stabilize, and safely extricate the survivors of structural collapse incidents primarily those that involve heavy reinforced concrete construction. To perform this mission, a number of functional specialty skills are required and integrated into National US&R Task Force organization using Incident Command System principles. These specialties include Management (Incident Support Team and Task Force), Search (Technical and Canine), Medical, Logistics, and Communications, among others. This Draft Statement of Work covers national functional training delivery. This training improves the level of performance proficiencies and increases the overall capabilities of the National US&R Response System. The training to be provided under this Draft Statement of Work is different from those normally associated with typical instructor facilitated classroom instruction. The use of blended learning methodologies to include the use of heavy construction equipment, state of the art medical equipment and high tech communications equipment are essential to develop the desired level of responder expertise. The government is interested in the vendor's capability to provide necessary instructors, on site supervision, administrative and logistics support, transportation of equipment, tools, materials, and supplies necessary to provide the best learning experience for the Tasks identified in this Draft Statement of Work. In addition, the government is interested in the vendor's capability to conduct any given course when required, at numerous locations across North America. CAPABILITY STATEMENT Interested vendors are requested to submit a capability statement that addresses the following: The vendor's ability to perform all 17 tasks listed in the Draft SOW. Skills, techniques, and resources that are integral factors for achieving the tasks detailed in the Draft SOW. Ability to provide the type of equipment and materials needed for the successful completion of all training classes listed in page 7 of the Draft SOW. (Please refer to Attachments 2 and 3 for sample materials and equipment). Ability to carry out the seventeen tasks and the fourteen courses in numerous locations across North America. Experience of the vendor providing these services and ability to obtain adequate SME personnel, who would be critical to training success. Vendors must identify their North American Industry Classification System (NAICS) code applicable to this effort and their corresponding business size status. While any and all questions must be directed to the Government points of contact identified in this announcement, answers to those questions, as well as any and all clarifications, extensions, or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to the closing date and time of the this notice. All interested vendors may submit the capability statement electronically to Claudia.Mejia-Forte@FEMA.gov and Lilian.Hutchinson@FEMA.gov by 12:00noon on January 24, 2010. Submissions shall not exceed twenty-five (25) pages in length. A proposed price is not required or requested under this Sources Sought Notice. Vendors responding to this Sources Sought Notice are responsible for all expenses associated with responding to this Sources Sought Notice. (Note: FEMA will not pay any costs associated with this effort).
