Description
The US Army Natick Soldier Research, Development and Engineering Center (USA NSRDEC) National Protection Center (NPC) in Natick, MA is conducting a request for information/market survey on behalf of the Department of Homeland Security (DHS) Science and Technology Directorate to identify products, suppliers and manufacturers of PERSONAL HYDRATION SYSTEMS (InterAgency Board Standardized Equipment List (SEL) item number: 01ZA-06-HYDR), for use by emergency responder and law enforcement personnel. DHS established the System Assessment and Validation for Emergency Responders (SAVER) Program to conduct comparative assessments and validation activities that provide the emergency responder community with information on important products and services. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. The intent of this market research will be to provide the emergency response community with feedback on the commercially available personal hydration systems that can be used by Emergency Responders. The results of the market research will not yield a determination of what product is best, nor shall the USA NSRDEC NPC endorse any product or manufacturer. Information submitted shall include: 1. Company name and address. 2. Whether the company is a manufacturer or distributor. 3. Point of contact, telephone, fax, Web address, and e-mail address. 4. Relevant company background/experience 5. Product name and a brief description (75 words or less) along with salient literature and illustrations. 6. Additional technical information such as component material(s), technical specifications, equipment reliability/maintainability/durability, ability to inhibit biofilm formation, and any documented test/analysis information that would indicate the results of performance tests such as: film thickness (mils); weight; burst strength (psi), safety, etc. 7. Cost information such as unit cost, General Services Administration (GSA) schedule information, replacement parts, accessory options, and available warranties. 6. Do not send your piece of equipment. Be advised that no payment will be made by the Government for any equipment or information submitted in response to this notice. The submitted information will be evaluated for potential consideration in planning future SAVER equipment assessments. If a future SAVER assessment on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the FedBizOps posting agency. Vendors may be contacted following submission for more detailed information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals: Information about a particular brand/product should be submitted in electronic (MS Word) format by 4:00 pm EST on 7 February 2011 by e-mail to Mr. Jeffrey Pacuska at jeffrey.pacuska@us.army.mil. All technical questions regarding this RFI should be directed via email to jeffrey.pacuska@us.army.mil. Only email questions will be addressed. THIS IS NOT A REQUEST FOR QUOTATION OR PROPOSAL. NO SOLICITATION DOCUMENT EXISTS. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on this basis of this RFI or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication of that information in SAVER Program documentation.
