Description
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Activity: Department of Veterans Affairs Office of Acquisition and Logistics Center for Acquisition Innovation - Austin 1701 Director's Blvd., Suite 600 Austin, TX 78744 2.Description of Action: The proposed action is for a Firm-Fixed-Price contract for administrative support services in support of the Department of Veterans Affairs (VA) Office of Information and Technology (OI&T), Information Protection and Risk Management (IPRM) Office, Field Security Service. This requirement will supply administrative support services to ten (10) geographically separated sites. The period of performance for the proposed contract action is anticipated to be from December 6, 2010 or date of award, through September 30, 2011, with three (3) one (1) year renewal options. 3.Description of Supplies or Services: The Congressionally mandated reorganization of VA's OI&T support staff resulted in the creation of the VA OI&T, IPRM Office. Under the IPRM Office, the FSS was created and tasked with the oversight of all VA Information Security activities. The FSS is composed of the office of the Director, along with several FSS divisions, specifically, 5 Regional FSS areas of responsibility, encompassing extremely large geographic and programmatic areas. Each of these regional areas is administrated by one FSS Regional Information Officer (ISO), and a group of FSS Network Information Officers. The primary purpose of this proposed action is to procure administrative support services to provide administrative support to the offices of the Director, FSS, and the Regional ISOs. This requirement will supply the needed administrative support services to ten (10) geographically separated sites. The total estimated price of the proposed action inclusive of all option periods is $2,120,183.72. 4.Statutory Authority: The statutory authority permitting other than full and open competition for this acquisition is 38 U.S.C. 8127(c), Veterans First Contracting Program. Contracts awarded using this authority shall be supported by written justifications as required by Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute". 5.Reason for Authority Cited: The proposed source for this action is C2 Solutions Group, Inc. (C2), 1600 Tysons Boulevard, 8th Floor, Mclean, VA 22102-4872, a certified service-disabled veteran-owned small business (SDVOSB). C2 provided a capabilities statement on October 23, 2010 which demonstrated its ability to meet VA's current requirements for administrative support services. Additionally, C2 has provided similar administrative support services to other Government Agencies. Based on the above information, the Government has determined that C2 is capable of meeting all of VA's requirements. 6.Efforts to Obtain Competition: Market research was conducted and the details are contained in the market research section below. 7.Actions to Increase Competition: All future requirements will be handled on a case-by-case basis to determine any future acquisition strategy. Additionally, consistent with the guidelines of the Veterans First Contacting Program, the proposed action described herein was synopsized in November 2010 on the Federal Business Opportunities Page in accordance with FAR Part 5. 8.Market Research: Market research was conducted by searching the VetBiz.gov database on 23 November 2010 to determine if C2 is a SDVOSB. This search concluded that C2 is registered and certified in the VetBiz.gov database and qualifies as a SDVOSB in accordance with federal small business size standards for the applicable North American Industry Classification System code 561110. Additionally, a search in the Central Contractor Registration (CCR) performed on 10 November 2010 showed that C2 is registered in CCR. Based on this market research, it was determined that C2 is a SDVOSB and can meet the Government's requirements. 9.Other Facts: The Procuring Contracting Officer has determined that this proposed action meets all the requirements of statue 38 U.S.C 8127(c). This procurement is below the $5M threshold, C2 is a responsible SDVOSB, and a fair and reasonable price will be negotiated.
