Description
The Government is issuing this Sources Sought announcement as part of a market research survey. This announcement is for information ONLY and will be used for preliminary planning purposes and to determine whether the envisioned acquisition could be set aside for small businesses. Any information submitted will be utilized as part of furthering the Government's understanding of market capabilities. Proposals are NOT being requested or accepted with this synopsis. This announcement shall NOT be construed as a commitment by the Government to issue a solicitation or ultimately award a contract relative to this technology area, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought notice is voluntary. Responses will NOT be returned. Submitted information shall be UNCLASSIFIED. NO reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Any costs incurred as a result of this announcement shall be borne by the Respondent and will NOT be charged to the Government for reimbursement. ALL interested sources are encouraged to submit company and product literature, and/or other pertinent information for the Government's consideration. ALL entities having the capability to perform this work are invited to submit a Statement of Capability (SOC) in order for the Government to determine set aside possibilities. Based upon responses to this announcement, the Government may elect to set aside this acquisition for small businesses, qualifying 8(a) businesses, certified HubZone small businesses, or research and educational programs and activities: historically black colleges and universities, and minority-serving institutions of higher education that meet the definition of "Covered Institution" as defined in 10 USC 2362 Covered Educational Institution is (1) an institution of higher education eligible for assistance under title III or IV of the Higher Education Act of 1965 (20 U.S.C. 1501 et seq); or (2) and accredited postsecondary minority institution. DO NOT SUBMIT AN SOC IF YOU WOULD NOT INTEND TO BE A PRIME OR LEAD. This is a market research survey for a potential contract to advance state-of-the-art and scientific knowledge in DIRECTED ENERGY PHased Array System Engineering Research (PHASER) technology development associated with phased array beam control solutions. SOCs that address contributions to phased array performance, reliability, maintainability, supportability and affordability goals, or which enhance performance or significantly reduce cost, schedule, or risk of existing technologies are being sought. SOC's should address phased array Beam Control solutions for fuselage conformal high energy laser (HEL) weapons that provide ultra-responsive pi-steradian coverage of diffraction limited performance and exploration of existing and innovative approaches that lead to phased array beam control solutions. Phased array technologies of interest housed in government facilities at Kirtland AFB include high resolution imaging, coherent beam combining, wavefront sensing, beam projection, and phase sensing within each sub-aperture, system level beam control architectures to include atmosphere and target, and acquisition, pointing, and tracking. The essence of this research will be to realize scalable beam control architectures to enable conformal HEL weapons. These efforts potentially involve a significant amount of time to be spent in a government laboratory and associated modeling facilities at Kirtland Air Force Base, Albuquerque, NM This includes computer-based modeling and simulation, laboratory experimentation, as well as field testing and evaluation. Phased array technologies of interest outside of the Laboratory's purview include multiple aperture beam combining, phased array imaging, and beam control. These efforts are expected to be conducted at government and the respondent's facilities with the potential for field testing of technologies on government test ranges. The Statement of Capabilities (SOC) shall contain the following information: 1) All entities submitting SOC's should indicate whether they are a small, small disadvantaged, 8(a), certified HubZone small businesses, or woman owned businesses, or research and educational programs and activities: historically black colleges and universities, and minority-serving institutions of higher education. Small Disadvantaged Businesses must be certified by the SBA (contact your local SBA office or online at www.sba.gov). The applicable NAICS code is 541712 with an associated small business size standard of 500. 2) Capabilities to accomplish all areas of PHased Array System Engineering Research (PHASER) research support identified above should be clearly discernable in the SOC. 3) State your company's experience in the past five years in supporting and executing 1.) field and laboratory experiments, 2.) experimental data reduction efforts, 3.) the building of models to project experimental outcome, 4.) differences and similarities of model predictions to experimental results and 4.) the documentation and reporting of results.. In addition, respondents should demonstrate prior efforts in 1.) advancing new and innovative approaches to phased arrays, 2.) while detailing the associated modeling capability, and 3.) experiments used to validate the proposed innovation. Note that these efforts will involve a significant amount of time to be spent in a Government laboratory and associated modeling facilities. Respondents should also address how they will be able to 1.) develop innovative solutions, 2.) design and execute experiments, 3.) analyze results, 4.) compare results to modeling, and 5.) fully document and report the result. The SOC must include evidence of the Respondents expertise in the area of phased arrays which could include contract efforts similar in magnitude and scope to the work described in this notice. Information such as contract amounts, performance periods, and points of contact should be submitted as part of the SOC reply. 4) Availability of an adequate number of qualified personnel to support the effort. 5) Include any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our consideration and evaluation of the information. The SOC, not including resumes, shall be limited to 10 pages, printed on one-side only, using standard Times or Times New Roman font no smaller than 12 point. An original Statement of Capability and two (2) copies must be sent to the Contracting Officer no later than Noon (Mountain Standard Time - MST) on 2 February 2011. Foreign firms are advised they will NOT be allowed to participate as the prime contractor or as a first-tier subcontractor. Any responses received not addressing all of the above requirements may not be evaluated as being capable. The operations, research, and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, USC, Section 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, USC, App. 40-1, et seq.). Therefore, ONLY offerors who are certified by the Defense Logistics Information Service (DLIS) may submit statements of capability.
