Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Line-of- Sight/Beyond-Line-of-Sight (LOS/BLOS) Division, Munitions Engineering Technology Center (METC), Research Development and Engineering Command Armament Research Development and Engineering Center (RDECOM-ARDEC), Defense Advanced Research Projects Agency (DARPA), and Office of the Secretary of Defense (OSD), intends to issue a Request for Proposal (RFP) for the support of Medium to Large Caliber Conventional and Precision Guided Ammunition Technology & Net Centric Information Initiative technical services. This mission will require a high level of technical expertise to provide technical analyses, evaluations, and support of Medium to Large Caliber Conventional and Precision Guided Ammunition Technology in the areas of target acquisition and fire control system concepts and designs, radio frequency and electro- optical projectile seekers, gun rocket boost propulsion, warheads/lethality, guidance and control, structures, aerodynamics/aero elasticity, electronics and projectile system/fire control integration. The efforts will include independent assessment of in-process program review and periodic design reviews, formulations and evaluations of development and test plans, participation in tests, evaluation of test results, assessments of associated technologies and support of related programs, and technical/programmatic documentation support. Also under this proposed contract, a high level of technical expertise will be required in support for Medium to Large Caliber Ammunition in the area of fin technology (e.g., fin retention and deployment), material analyses, as well as additional technical assistance of translation systems, network centric systems, integrated circuit design, advanced signal processing architectures and high performance computing solutions. This competitive acquisition will be 100% set aside to small business. This is a 100% small business set-aside (SBSA), competitive acquisition for the award of a Firm Fixed Price (FFP) type Indefinite Delivery/Indefinite Delivery (IDIQ) contract. The Government will select for award the best overall written proposal that is the most advantageous and represents the Best Value to the Government. This notice does not constitute a request for competitive proposals at this time. It is anticipated that the solicitation will be posted on the US Army JM&L, LCMC Procurement Network website located at http://procnet.pica.army.mil and FedBizOpps https://www.fbo.gov/. The RFP is anticipated to be issued on or about 30 September 2010. Proposals must be submitted within 30 days of issuance of the RFP.
