- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to David Scheim, Old Farm Consulting, 3300 Old Farm Rd., Blacksburg, VA 24060-1234 to provide Computer Programming Services, including maintenance and enhancement of the NIDCR SCORE scientific coding system software, and to develop and maintain the existing SCORE database to accommodate NIDCR requirements as they arise. The contract is being requested to continue support of NIDCR's science coding system. The main objective of this contract is to perform specific tasks required for the maintenance and extension of the system. This will be achieved by developing customized programming to update and maintain the existing database structure and to accommodate NIDCR's ongoing reporting requirements, as determined in meetings held with the NIDCR staff. The sole source determination is based on the fact that David Scheim is the only contractor who possesses the knowledge of the systems and the understanding of the intricacies of the programs and linkages involved. He is the original contractor who designed the NIDCR science coding system. He has successfully provided NIDCR and NEI (National Eye Institute) with outstanding coding systems that have proven highly functional. The period of performance is will be from 02/01/11 - 09/30/11 with potential Option Years 1-4. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 541511, Custom Computer Programming Services, and is a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-48 (December 30, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by January 12, 2011 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
