- GENERAL INFORMATION Notice of Intent for Sole Source The Great Plains Regional Contracting Office, Brooke Army Medical Center, Fort Sam Houston, intends on Sole Sourcing a Firm Fixed Price on 19 January 2011 to Nuance Communications. This procurement is to Upgrade the Powerscribe System to 5.0. Nuance Communications has sole proprietary on the Powerscribe software and hardware which must be provided by Nuance Communications. The NAICS code of this procurement is 561990 and the size standard is 7M. This notice is neither a request for quotes nor a solicitation of offers; however, vendors believing that they can provide equal or better service may submit in writing a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is the best interest of the Government. Responses must provide clear and concise documentation indicating an offereors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the Government.
