- This acquisition is for 136,350 Personal Armor System for Ground Troops (PASGT) helmets. The Government anticipates making two contract awards from this requirement on a Lowest Price, Technically Acceptable basis. This requirement will be competed using full and open competition. Both contracts will require both Cam Green and Foilage Green material. The following NSNs and quantities apply to Contract A: NSNQTY 8470-01-092-75264,000 8470-01-092-75277,160 8470-01-092-75282,325 8470-01-300-3819800 8470-01-529-653248,000 8470-01-529-653915,000 The following NSNs and quantities apply to Contract B: 8470-01-300-38191,900 8470-01-529-653010,940 8470-01-529-653216,690 8470-01-529-65399,440 8470-01-092-752714,295 8470-01-092-75285,800 Offerors must follow the MIL SPEC (MIL-H 44099A) and NSN specifications, except for the ballistic fiber stated which we know is unavailable. Offerors will be required to submit the nomenclature of the substitute material offered (including the resin), and identify the type of suspension and retention system offered with the helmets. NOTE: The retention and suspension systems shall not deviate from the NSN specifications and MILSPEC. Offerors will be also be required to submit the following items for a compliance examination as part of their proposal: a.One complete set of individual pieces to be used to form one preform assembly for each size helmet. b.One completely assembled preform for each size helmet for which the pieces were furnished. c.One molded helmet for each completely assembled preform. d.One completely furnished helmet shell of each size being procured. Offerors will be required to deliver 7,000 helmets a month after a ramp up and phase-in period. The solicitation number is W91CRB-11-R-0018. The solicitation will be posted on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. Select "Contracting Opportunities Search" and search for solicitation number W91CRB11R0018 (no dashes or spaces). The estimated release date of the solicitation is 20 January 2011 and the anticipated award date is 1 April 2011. Please hold questions until the solicitation is posted.
