Description
NASA/GSFC has a requirement for the development of multiple units ofspace-qualified Silicon Avalanche Photodiode Detector (SiAPD) Modules, Deformation,Ecosystem Structure, and Dynamics of Ice DESDynI-Lidar laser altimeter instrument. TheSiAPD module is the key component of the detectors for the Laser Altimeter Instrument ofthe DESDynI an integrated-circuit hybrid module containing a silicon avalanche photodiode(SiAPD) detector element and a hybrid circuit on a ceramic disk inside a one-inchdiameter TO-8 metal can. In the DESDynI Instrument each module is mounted within adedicated detector electronics box on a printed circuit board containing a bufferamplifier, variable gain amplifier, and post-amplifier. These circuits condition APDmodule output analog waveforms for an analog-to-digital converter in the DESDynI-Lidardata system. Two additional printed circuit boards inside each DESDynI detectorelectronics box provide EMI filters, low-voltage and high-voltage power converters, andthermal-electric-cooler (TEC) control circuitry. Note that these external (to the APDmodule) detector cards will provide TEC control for the APD element inside the APDmodule. The design, review, build, test and delivery of five (5) test-unit DESDynI-LidarSiAPD Modules (herein called APD Modules), ten (10) engineering-model APD modules, andtwenty (20) flight-model APD modules for the DESDynI Laser Altimeter Instrument. Tasks required four-phase program of concept design and test-unit builds, detaileddesign, Engineering-Model builds, and Flight-Model builds. The initial design phase ofthis development program will be accompanied by delivery of test-unit modules to permitevaluation for confirmation of the expected performance of the APD module design. Vendortasks under this requirement will culminate in the delivery of Engineering-Model (EM) andFlight-Model (FM) hardware and supporting documentation. Phase 1, Preliminary Design,Program Plan, and build of Test-Unit APD Modules; Phase 2, Detailed, Space-Qualified APDModule Design & Build Plan; Phase 3, Build of Engineering-Model APD Modules; and Phase 4,Build of Flight-Model APD Modules.NASA/GSFC intends to purchase the items from PerkinElmer Optoelectronics (PKI), adivision of PerkinElmer Canada Inc., Inc., located at 22001 Dumberry, Vaudreuil (Quebec)CanadaJ7V 8P7. Based on the expertise and in accordance with 10 U.S.C. 2304(c)(1),only one responsible source, PKI is the only vendor capable of delivering a SiAPD Moduledetector for linear-mode laser altimetry that meets all of the requirements andqualifications for the DESDynI mission.No company in the United States can meet NASAs requirement. The Government does notintend to acquire a commercial item using FAR Part 12.Interested organizations maysubmit their capabilities and qualifications to perform the efforts in writing to theidentified point of contact not later than 2:30 p.m. local time on 8, February 2011. Such capabilities/ qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
