Description
PRE-SOLICITATION NOTICE: The Central Texas Veterans Health Care System (CTVHCS) contracting Office (90C) anticipates awarding a Firm-Fixed-Price Construction Contract for the Demolition and Re-Build of the Building 9, Blind Rehabilitation Center, Project No. 2, 674A4-511, located at the VA Medical Center, 4800 Memorial Drive, Waco, Texas. Project work is necessary to convert Building 91 to house Blind Veteran Beneficiaries who will obtain education in regaining quality of life as a blind veteran. Work shall consist of, but is not limited to; completely preparing site for building operations, including demolition and removal of existing structures, utilities, vegetation, site fixtures, and paving; excavation; demolition and removal of interior construction including partitions, stairs, floor slabs, doors, frames, hardware, windows, equipment and fixtures; demolition and removal of mechanical, electrical and plumbing systems and components; restoration and replacement of existing historic finishes, including terra cotta, cast stone, brick, clay roof tile, gutters and downspouts, glazing, steel windows, and plaster finished. Construction of new partitions, frames, doors, hardware, glass, glazing, windows, storefront systems, railings screens millwork/casework, and thermal and moisture protection; new wall, ceiling and floor finished; new structural framing, floors and roof; new structural carbon fiber reinforcement site work including utilities, landscaping, irrigation, sidewalks, parking and other paving new MRP systems and subsystems (both interior and exterior); new interior and exterior signage; and other fixtures, furniture and equipment (FF&E), including but not limited to the following building access control system, CCTV, cable TV window coverage, IT and phone equipment, casework/millwork in medical areas, offices, laboratories, blood draw, nurses stations and med rooms; break room equipment, furniture (both interior and exterior), equipment for conference room, library, copy room, exam rooms, reception areas and nurses stations. Contractor shall furnish labor and materials and perform work as required by drawings, specifications and addenda for 674A4-511, Bldg. 9, Blind Rehabilitation Center. The method of procurement shall be an Invitation for Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with anticipated issue date on or before January 31, 2011 and proposed due date of March 03, 2011. This requirement is a competitive offer, set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127). The applicable NACIS Code for this requirement I 236220, $33.5 Million. Probable COST RANGE: $5,000,000.00 - $10,000,000.00.
