Description
NASA/GRC has a requirement to purchase plasma-spray environmental barrier coatingpowders for advanced environmental barrier coating developments for ceramic matrixcomposites.NASA/GRC intends to purchase these items from Sulzer Metco Inc., 1101 Prospect Ave.,Westbury, NY 11590.This vendor is the only one able to provide the low pressure plasma spray thin film(LPPS-TF) and plasma spray-physical vapor deposition (PS-PVD) coating technologies. These Technologies are critical for our ceramic matrix composite coating processing anddevelopment.NASA/GRC has purchased the coating system currently in use at our Center from this vendorin 2007. Since then, we have upgraded, modified and added parts to enhance the system. In addition, we have previously purchased this same material and other type powders fromSulzer. It is critical that these powders be compatible with our original purchase forthe system. The complexity of the specific powder requirements in terms of powder sizedistributions, powder surface areas and powder phase stability ensures successful coatingdevelopment.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The sole source is under the authority of FAR Reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than close of business onJanuary 12, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
