- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This procurement is for a commercial item, therefore, this combined synopsis/solicitation will result in a firm fixed price commercial supply purchase order. (iv) Because the vendors selling this product are either distributors or the manufacturer of this product or like products, in accordance with FAR 19.102 and 13 CFR 121.406, this combined synopsis/solicitation is being issued as a full and open competition. There is not a nonmanufacturer class waiver for this type of product. The NAICS Code is 325998 with a size standard of 500 employees. (v) OBJECTIVE: This requirement is for Fumagilin B, for the United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Pink Bollworm Rearing Facility (PBWRF) in Phoenix, AZ which is responsible for the rearing and production of the Pink Bollworm. The product is used to prevent the potential outbreak of Nosema, a potential pathogen of the lab reared colony of Pectinophora gossypiella (Pink Bollworm). Fumagilin is an antibiotic substance produced by Aspergillus fumigatus. Fumigilin B is added to the larval diet and to the Moth liquid diet. (vi) The PERIOD OF PERFORMANCE of this purchase order shall be from date of award through acceptance and receipt of the delivered items. (vii) REQUIREMENT AND QUANTITIES: This is a brand name requirement. Fumagilin B is the only antibiotic product that is registered for control of Nosema. There are no other products that have the ability to control Nosema and that are not toxic to the moths. The desired bottle size is 16 ounce containers. This requirement consists of two line items: CLIN 001 - Fumagilin B - total amount 122,580 grams. This would equal 270 bottles if provided in bottles of 454 grams/16 oz's each. If provided in larger sized bottles the number of bottles would be reduced, however, the total requirement must equal at least 122,580 grams. The contractor should provide a price per bottle. The selected contractor must be able to provide the entire quantity of Fumagilin requested. CLIN 002 - Shipping costs. Shipping is FOB destination; therefore, shipping of the bottles to the PBWRF should be included in the cost. The contractor will be responsible for packaging and shipping the product to the PBWRF (viii) DELIVERABLES: The selected contractor must be able to deliver the product on or before February 4, 2011. Acceptance of deliverables and the shipment address of the deliverables will be USDA, APHIS, PPQ, PBWRF, 3645 E. Chipman Road, Phoenix, AZ 85040-2927. (ix) TECHNICAL SPECIFICATIONS: The Fumagilin B requested in this solicitation must meet the following technical specifications: The product must contain 21 mg Fumagilin base (Fumagilin Dicyclohexylammonium) per gram of powder. 9.5 grams Fumagilin base per 454 grams of powder. An expiration date must be listed on each bottle. (x) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far/ (xi) The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. (xii) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications or return a completed copy of the Offeror Representations and Certifications with their quotation. The Online Reps and Certs Application Representations and Certifications Application (ORCA) can be found at http://www.bpn.gov., or a hard copy of the provision as well as all clauses incorporated by reference may be attained from http://www.arnet.gov/far. (xiii) The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. (xiv) The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition. To be awarded this contract, the offeror must be registered in the CCR. CCR information may be found at http://www.ccr.gov; (xv) EVALUATION OF OFFERS: Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government. Award will be made to the lowest priced offeror whose quote conforms to the specifications listed in this Request for Quote/solicitation. (xvi) Quotations are due to the United States Department of Agriculture, Minneapolis Contracting Office, 100 North Sixth Street, Butler Square, 5th Floor, Minneapolis, MN 55403 by 12:00 PM CT February 12, 2011. Please reference the quote number on your documents. Quotes may be submitted by email, facsimile or regular mail. Email quotes are preferable. (xiii) A COMPLETE QUOTE WILL CONSIST OF THE FOLLOWING: 1) Price for line items 001 and 002. All overhead and ancillary costs associated with providing the line items shall be assumed by the Contractor and should be factored into the quote. 2) Signature of the offeror on the page which lists the price. 3) A completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items OR a statement indicating that this has been completed on-line. If an offerors quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the offerors quote, thereby making an offeror ineligible for award.
