Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential sources for radiology reading services, and/or equipment as necessary to provide professional interpretations of diagnostic imaging studies at 633d Medical Group (Medical Treatment Center (MTF)), Langley AFB, VA. The contractor shall provide radiological interpretation support services to include professional interpretation, consultation and direction involving medical imaging procedures in general radiology, ultrasound, and computed tomography for military beneficiaries (inpatients, outpatients, employees and other recipients of care at the MTF). The only method for the contractor to provide the requested services shall be via Internet. The government shall query the existing Digital Imaging and Communications in Medicine (DICOM) approved internet site/system to "push and pull" images for interpretation. Reports will then be posted back to the existing DICOM approved site/system for an MTF employee to retrieve for transfer into the Composite Health Care System (CHCS). Initially, patient interpretations shall be dictated and faxed back to a designated fax number in the MTF's Emergency Department. The exams will be "pushed" from a government-furnished teleradiology system, Picture Archive Communication System (PACS) or other approved digital imaging medium using a secure communication path. This service shall have the following criteria for consideration: Approved Authority to Operate (ATO), an Authority to Connect (ATC) or current connection with the Air Force through Integrated Network Operations and Security Centers (INOS) East; a United States based Company; interpreting Radiologists with proper license/credentials and shall be able to read, write, and speak English well enough to communicate effectively; and provide the service (nighttime and weekends) twenty four (24) hours per day, seven (7) days per week, three hundred sixty five (365) days per year. The contractor shall confirm in writing via email that they are a United States based company with a Board Certified Radiologist and confirm that they can comply with the government needs as specified above. The NAICS code for this procurement is 621111. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Interested sources should respond to this synopsis by submitting (1) name, address, and phone number of the firm (including CAGE code); (2) size status; (3) provide literature (qualification package) that describes their product technical capabilities; their understanding of radiology reading services requirements and their experience including support and training. The Government will assess prospective sources' potential based on the qualification packages provided. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, and woman-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm. The Government will not reimburse the contractor for any costs associated with preparing or substituting a response to this notice. It is anticipated that a solicitation will be issued on/about 24 January 2011 and will be posted on FedBiz Opps.
