Description
This project will provide a new 60 member Army Reserve Center (ARC) consisting of an approximately 27,782 SF Training Center, approximately 2,903 SF Vehicle Maintenance Shop (VMS), approximately 458 SF of Unheated Storage, and approximately 730 SY of Military Equipment Parking located in San Marcos, Hays County, Texas. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, electrical systems, and security systems. Supporting facilities will include paving, fencing, general site improvements, parking space for privately-owned vehicles, and extension of utilities and necessary permits to serve the project. The project will contain the following options: 1. Washrack; 2. Military Equipment Parking (MEP) concrete paving; 3. Utility Water Distribution Loop Extension; 4. Photovoltaic Panels on the ARC and VMS; 5. Gravel Parking Expansion; 6.Washrack Recycle Water System; 7. Solar Hot Water Heating System; 8. OMAR Funded Equipment Items; 9. Bona-Fide need - OMAR-Funded Items. Furniture is NOT included in this contract. The performance period is 490 days. A Pre-proposal site visit will be held and details will be provided in the solicitation document. Facilities must comply with DOD minimum antiterrorism force protection construction standards. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $5,000,000 and $10,000,000. This solicitation is Service Disabled Veteran Owned Small Business set aside and the basis for award is Best Value. Proposals will be evaluated by the government in accordance with the following criteria: Prime Contractor Experience, Prime Contractor Past Performance, Safety and Price. The construction cost limit is $6,750,000. Approximate issue date is 21 January 2010 and approximate due date for proposals is 23 February 2011 at 1:00 p.m. Louisville Time (EST).
