Description
Attachment 2 Attachment 1 Washington Headquarters Services (WHS)/Acquisition and Procurement Office (A&PO) is seeking potential sources for Simplified Acquisition of Base Engineering Requirements Contract (herein known as SABER). The work to be performed under this contract is required in support of the WHS/Defense Facilities Directorate (DFD) and its component organizations that support the U.S. Department of Defense’s federally-operated facilities within the National Capital Region (NCR) which includes, but not limited to: the Pentagon, Navy Annex, U.S. Air Force Memorial, U.S. Courts of Appeals for the Armed Forces, Hybla Valley Office Building, Mark Center, and Raven Rock. During the contract period, task orders will be issued to the contractor who then must furnish all materials, equipment, and personnel necessary to succesfully design, manage, and complete the task order. The task orders will involve disciplines from a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition and concrete masonry. A breakdown of the number of task orders by dollar value to be expected annually during the performance of this contract is available in Attachment 1. This SABER contract is anticipated to be a single-award, Indefinite-Delivery/Indefinite-Quantity type contract. Individual projects will be definitized through the issuance of firm-fixed-price task orders. The performance period will consist of a 1-year base period with four additional, 1-year option periods. The guaranteed minimum contract amount is $20,000 over the duration of the base period and all option periods. All interested parties with capabilties to successfully perform the Government's requirement within the NAICS code 236220 are encouraged to complete and submit Attachment 2: Sources Sought Response form. Section 2 of the response form (Statement of Capability) must contain the following information at a minimum: -Experience as a prime contractor for up to three Job-Order (JOC) or SABER contracts in which at least one of the contracts utilized unit-price books such as R.S. Means as the primary pricing tool. Section 2 of the response form may also contain information that further illustrates the firm’s capability to successfully perform the government’s requirement. Section 2 of the response form may not exceed 3 pages. The Government will use the information obtained from the submitted response forms as its primary market research information to assess industry capability; and if applicable, determine which of the FAR part 19 set-aside considerations is most appropriate for this procurement.
