Description
Draft Statement of Work The Federal Law Enforcement Training Center (FLETC) in Cheltenham, Maryland is seeking sources that can provide Role Playing Services and are small business concerns that fall under the $7 million dollar size standard for the 611699 NAICS codes. The purpose of this Request for Information (RFI) is to ascertain the capabilities of small businesses to perform these services with the intent to issue the forthcoming procurement as a total small business set-aside. FLETC is interested in developing a Role Playing program staffed with qualified personnel that can provide up to 65 training hours of practical exercise participation by qualified role players for each 8-week, 24 member Infrastructure Protection Officer Training Program (IPOTP) class scheduled at the Cheltenham facility. These exercises shall be varied and targeted for law enforcement personnel as directed on a case-by-case basis and represent real-life scenarios in order to prepare entry-level recruits to meet the challenges they might face in the application of their responsibilities as law enforcement officers. It is estimated that multiple IPOTP classes will be scheduled during each of the next five years. FLETC anticipates two classes for the first year and a minimum of one (1) and a maximum of ten (10), 8-week IPOTP classes during each subsequent option period. The number of classes scheduled varying according to agency demand. Please see the Draft Statement of Work for a more in-depth description of requirements. Interested businesses having the capabilities to provide these services are requested to submit a capabilities statement (up to 4 pages) that describes your capabilities and past performance history in providing these services of equivalent magnitude. PLEASE INCLUDE BUSINESS SIZE AND GSA CONTRACT NUMBER IF APPLICABLE. This is NOT a request for proposal (RFP). Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. All responses must be received via email no later than 1:00 p.m. (EST) on January 18, 2011. If you have any questions, please contact Contracting Officer Tara Murphy via email at Tara.Murphy@associates.dhs.gov.
