Attachment 3 Attachment 7 Attachment 6 Attachment 5 Attachment 4 Attachment 2 Attachment 1 RFP This Request for Proposals (RFP) is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. This RFP is issued in accordance with FAR 52.232-18 Availability of Funds (APR 1984). The National Geospatial-Intelligence Agency (NGA) has a requirement to evolve its learning architecture and learning delivery model within its Human Development (HD) Directorate, National Geospatial-Intelligence College (NGC). The NGC is migrating away from fully organically developed instructor-led learning solutions, to a learning architecture that enables not only core, highly structured learning solutions, but includes innovative and creative ways of meeting learners' needs through performance support, knowledge sharing and brokered opportunities. The Request for Proposal (RFP) covers NGA's requirements to support implementation of its Learning Architecture. Specifically, the services shall include the following: Program Management, Learning Integration, Learning Solutions, Academic Assessment, Technical Subject Matter Expertise consultation, Faculty Development, Registrar/Student Services and Other Direct costs. The specific Request for Proposals (RFP) and the Performance Work Statement (PWS) are viewable via attachments #1 and #2 respectively. Offerors must sign in to the Federal Business Opportunities (FBO) website to view the attachments. An MPIN may also be required. The additional attachments referenced in the RFP are available via a reading room on the Intelligence Community (IC) Classified Acquisition Research Center (ARC) website. The Web address for the ARC system and instructions on accessing the reading room are detailed in the RFP Section L.7, III, 3.0. All vendors interested in submitting a proposal for consideration should do so, prior to the SOLICITATION closing date of February 7, 2011 by 12:00pm EST, in accordance with the specific instructions for proposal submission detailed in Section L.7 "Proposal Preparation Instructions" of the attached RFP. The closing date for the SECURITY portion of the RFP is February 1, 2011 by 12:00pm EST, in compliance with Section L.7 of the RFP. The PAST PERFORMANCE portion of the RFP must be submitted by January 24, 2010 by 12:00 pm EST. Non-conformance to the instructions outlined in Section L.7 may result in the offeror's proposal being rejected. All submissions should also be in accordance with the stipulations set forth below: 1. Proposals must include pricing for each of the items listed in the solicitation and must include allowable indirect costs in the total price of the items. See Section L for additional proposal price instructions. 2. Award will be made using Best Value - Trade Off evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. 3. All questions and answers will be posted to World Wide Web site via the Acquisition Research Center (ARC) at https://arc.westfields.net to provide equal access to information for all potential offerors. New users of the ARC must first register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC, a user can click and select the Center for Creative Learning Solutions (CCLS) ARC webpage under "Current Efforts". The submission deadline for QUESTIONS is January 31, 2011 by 12:00pm EST. 4. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached). 5. All vendors must propose the NAICS code specified in the solicitation by ensuring that their profiles in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) systems reflect Code 611710 - Educational Support Services. Those vendors who submit a Proposal not in accordance with the NAICS code will be eliminated from the competition.
