Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking existing passive Radio Frequency Identification (RFID) technology/hardware that can be utilized as a navigation aid in an underwater environment. NSWCCD is particularly interested in identifying passive RFID reader/tag technology to achieve integrated, real time or near real time, repeatable position location, orientation, coverage and obstacle avoidance capability while traversing an underwater surface using an ROV, crawler or other technology operated for prolonged periods of time (weeks or months) in a pier-side harbor environment. Detection must be sufficiently distinct and rapid to enable use by the host technology as part of an intrinsic hardware capability or as part of on-board software based processing and utilization capability. The targeted RFID technology must be designed to accommodate the challenges of the operating environment, including: vehicle and surface mounting (adequately small size, amenable geometry, insignificant profile, resistance to vibration and noise, etc.), powering (under 30 watts desired) and other realities that include attachment and operation on steel and aluminum substrates, coverage by marine paint coatings (multiple layers to 25-40 mils thick) that may have metal oxide antifouling material in their formulation, coverage by bio-fouling growth, and being subjected to periodic cleaning with brushes or other applied fouling removal technology. The principal recipients of the new technology are the Naval Surface Warfare Center Carderock Division, and the Navy ™s Office of Naval Research (ONR) 332. To accomplish their designated work functions, the hardware (RFID reader and tags) must have a baseline set of data from laboratory evaluation/field testing to indicate that the combined hardware/system is a viable option for the desired underwater requirements. NSWCCD is not interested in technologies that are currently used for underwater navigation such as: acoustic tracking systems that utilize long baseline (LBL), short baseline (SBL), or ultra-short baseline (USBL) systems, Doppler Velocity Log (DVL) technology with signal processing logic, or imaging systems that that use light or acoustic based imaging techniques/software. These methods of underwater navigation will not be considered for this subject application. Only passive RFID technology that can meet form, fit and functional requirements in the intended environment will be considered. Organizations should provide information regarding projected capabilities on metallic surfaces in a saltwater environment, system descriptions, conceptual drawings, and any needed vehicle interface requirements (clear). Upon successful informational gathering, the proposed RFID reader/tag technology could lead to further demonstration efforts.
