- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Warfighter Protection and Aerial Delivery (WARPAD) Directorate intends to award a firm fixed price purchase order on a sole source basis to: Gamma Scientific, Inc., 8581 Aero Dr., CA 92123. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: Coefficient of Retroreflection of Infrared (IR) Flags. The scope of work for this effort is for the coefficient of Retroreflection testing, date analysis, and date reproting on Infrared (IR) Flags. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Gamma Scientific has proprietary rights and the sole manufacturer of AN/PVS-7 and PVS-14 night vision devices. Gamma Scientific has met the validation and software testing, and ASTM precision repeatability analysis on a previous award, purchase order number W91CRB-06-P-0184. Any deviation from the coefficient of retroreflectance will put Soldiers at risk. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Knowledgeable individuals within the Government conducted market research in order to ascertain market capabilities to meet the Army's requirements. Gamma Scientific is the only vendor able to meet requirements required by the Government. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
