Description
The Space and Naval Warfare Systems Command (SPAWAR) and PMW 170 willhost an Industry Day Requirements Briefing for Advanced Time DivisionMultiple Access (TDMA) Interface Processor (ATIP) on 26 January 2011 at theCrown Plaza Hotel in San Diego, CA from 9:00 a.m. to 3:00 p.m. PST. IndustryDay will be held at the Crown Plaza Hotel, 2270 Hotel Circle North, San Diego,CA 92108 in the Tropic Surf Room (See separate post for directions). TheIndustry Day will include a general briefing session that will highlight theGovernment's requirements followed by a Question and Answer (Q&A) sessionduring which industry will be given the opportunity to ask questions. Anyquestions asked during this open session shall be in writing and shall besubmitted to the Industry Day facilitator prior to the start of the Q&Asession.Questions presented at this time will be answered to the fullest extentpossible; however, any changes or clarifications will be issued on the SPAWAR E-Commerce website following the Industry Day. Full disclosure of the questionsasked during the open Q&A session as well as the Industry Participant List willbe issued on the website. It is the responsibility of the interested parties tomonitor the SPAWAR E-Commerce website for any additional informationpertaining to this requirement. Industry representative attendees shouldarrive before 8:30 a.m. PST for check-in and registration. The conference willbegin promptly at 9:00 a.m. PST. No cameras, tape recorders, or otherreproduction devices are allowed during Industry Day. Due to spacelimitations, no more than four participants per company are allowed.Reservations for the Industry Day are required in writing via e-mail to MichaelFerlo, Contract Specialist, at michael.ferlo@navy.mil no later than 14 January2011. The e-mail request should include the company name, Commercial andGovernment Entity (CAGE) code, the name of each attendee, and theirrespective phone number and email address. Attendees will be required toshow picture identification when checking in at Industry Day. A primary pointofcontact shall be annotated for any changes or questions. Small Businesses areencouraged to attend Industry Day in order to assist SPAWAR in determiningpotential levels of small business competition available in the industry, aswellas helping to establish a basis for developing any subsequent potentialsubcontract plan goal percentages. The Advanced TIP (ATIP) system is an updated version of TIP. Through theATIP, the Advanced Extremely High Frequency (AEHF) SATCOM capabilityprovides an Extended Data Rate (XDR) function that provides for higher datarates. The ATIP capability is necessary to meet requirements to support robustconnectivity during fleet operations. The legacy Time Division Multiple Access(TDMA) Interface Processor (TIP) was developed during the period of 1997through 2002 to provide Internet Protocol (IP) connectivity among Navy shipand shore sites over protected Extremely High Frequency (EHF) Medium DataRate (MDR) Satellite Communication (SATCOM). The legacy TIP solutionimplements Ethernet bridging among participants, requiring no changes to theattached network devices. TIP has been installed on every ship and submarineplatform having EHF MDR capability as well as at a number of shore gatewayfacilities, including Naval Computer and Telecommunications Area MasterStation (NCTAMS) sites, Submarine Broadcast Command Authority (BCA) sites,and DoD Teleport sites. TIP is widely used to support both surface andsubmarine fleet operations. The ATIP is a Layer-2 Ethernet bridging device that will be installed on ship,shore, and submarine platforms. It provides transparent bridging capabilityamong Internet Protocol (IP) users that are geographically dispersed andconnected via Milstar Medium Data Rate (MDR), Advanced EHF MDR/ExtendedData Rate (XDR), or Enhanced Polar XDR links. This bridging function buildsupon the capability originally implemented by the Legacy TDMA InterfaceProcessor (TIP) which is fielded on all Navy EHF MDR and XDR capableplatforms. The ATIP is a key requirement for the PMW/A 170 Navy MultibandTerminal (NMT) system, which relies upon the TDMA Processor for IPconnectivity. The purpose of the proposed acquisition is to procure ATIP systems forinstallation at designated ship, shore, and submarine platforms. The mainfocus areas of this potential contract are software design and development,COTS hardware procurement, some hardware development, hardware andsoftware integration, related Test and Evaluation (T&E) support, and softwaresystems sustainment engineering support. The potential contract would alsoencompass the functions tasks needed to support these main areas such asIntegrated Logistic Support (ILS), configuration management, and programmanagement for tasks associated with the aforementioned ATIP procurementefforts.
