FOR MORE INFORMATION CONTACT: Carmen Ricks, Weapons System Manager, 443-861-5651 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine, interest, ability and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope provides for Motorola ruggedized GPS capable TETRA first responder radios, 4-site MTS4 expansion, and Network Monitoring Terminal suites to be used on the AFRN. This effort will include hardware, software & licenses, spares, and installation/integration/configuration services. The associated hardware and software at these sites are to be of the same brands, models, and specifications that are currently employed by the Iraqi MOI AFRN, unless newer versions have been released by manufacturers (see specifications section). The scope will be performed on government furnished equipment and in government furnished facilities. Responses should reflect the ability to perform responsibilities in Iraq. The AFRN is Iraq's public safety and emergency services communication backbone. The AFRN is installed and equipped in 18 of the major cities throughout Iraq and serves 78% of Iraq's population (over 19 million). Traffic includes around 1,400 emergency calls and 75,000 push to talk calls a day. AFRN is built on TETRA standards (Terrestrial Trunked Radio) which is an open set of standards developed by the European Telecommunications Standards Institute. The AFRN backbone is built with Motorola based TETRA technology known as DIMETRA; the radios are SEPURA and Motorola. Other system technologies include: ProCAD for mapping and dispatching, Frequentis for call taking, MotoLocator for GPS capability, Full Vision and Zone Watch for Network management. Responses must include interest, ability, availability, lead times and the schedule stated in months after contract award for each identified task. The contractor is expected to provide transportation and shipping. Services also include MTS-4 and GDC/DCOP communications links planning and design at the following locations: Twareeg, Maysan, Al Kefel and Dushdiya. User Terminal Fleet Map investigations and integration and programming template development services are also provided under this scope. Services also include User Terminal programming and installation of all mobile and desktop including Sepuras. Services include site surveys at 20 sites total plus long-haul communications sites for MTS-4s. Services also cover installation of MTS-4s including electrical hookup and antenna mounting, installation of all Canopy systems, and installation of the Network Management Terminals at PCOP locations including integration with existing GDC equipment. Contractor life support, security and travel to/from and within Iraq are also required under this scope. Document deliverables offered under this scope include inventory and configuration tracking, As-built documentation, Management and planning documentation and Commercial User Manuals. Installation and configuration services for the Network Management Terminals and Canopy subscriber units will occur at the following locations in order of priority: 1. Baghdad PCOP 2. Ninawa PCOP 3. Salah Ad Din PCOP 4. Najaf PCOP 5. Karbala PCOP 6. Anbar PCOP 7. Wasit PCOP 8. Basrah PCOP 9. Tamin PCOP 10. Babil PCOP 11. Muthanna PCOP 12. Dhi Qar PCOP ITEM 012 - IN-COUNTRY CONTRACTOR TRAINING Provide interest, ability to perform and availability for on the job training (OJT) for programming and installation on Government furnished Motorola and Sepura SRG2000 radio. OJT also includes Canopy systems installation and familiarity training on network management terminals at PCOPs. This training will occur as the enhancement services are rendered under the contract's period of performance. Scope also includes conducting training on all equipment listed under this market survey scope. Respondents must respond with interest, availability, ability to perform and meet delivery for each respective item. Each response must be itemized according to each listed item.
