Description
The Clement J. Zablocki VA Medical Center has a requirement to repair the Brick Façade of Building 111 (Main Hospital Structure). Scope of work follows: Project #695-10-163. Project Title: 111 Façade Repairs Provide all labor, materials, tools, equipment, and supervision necessary to perform renovations and repairs of all exterior faces of Building 111. Work to include: "Repairs to existing brick, sealants, flashing and miscellaneous cavities "Handling of lead-based paint "Cleaning and patching of existing precast panels "Mortar joint repairs "Replacement of cracked or otherwise damaged brick (primarily at outside corners of building) "Installation of new brick expansion joints "Miscellaneous masonry flashing work "Replacement of all sealants at the following locations and as identified on drawings and in specifications: "Brick expansion joints "Joints between precast concrete and brick "Joints with prefabricated assemblies "Perimeters of windows and louvers "Miscellaneous locations as referenced on drawings and specification "Replacement of rusted doors and frames in five locations oNew hardware and tie-ins to existing card readers and magnetic locks oGlazed lites "Repainting at south entrance and loading dock canopy soffits. An initial repair of an area 33 ft x 24 ft that includes all required types of renovations and repairs under this contract shall be initially performed by the contractor. Repairs will then be inspected and approved by the Contracting Officer's technical Representative (COTR) prior to commencing further repairs. Reference sheet 111-A1. Duration of the project is two (2) 6-month periods which will not exceed 545 days. Work shall not be accomplished during the period November 01 through March 31 due to weather and temperature constraints. Work is scheduled to commence April 01, 2011. END OF SCOPE OF WORK (Scope of Work subject to change - solicitation will govern) PROSPECTIVE BIDDER NOTES: In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) construction firms. The solicitation will be issued on/about January 18, 2011 with Bids due 30 days after (dates subject to change, to be specified in the solicitation). The bidder is responsible to monitor and download any amendments from Fedbizops (www.fbo.gov) which may be issued to this solicitation. There will be one pre-construction site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. No additional pre-bid meeting or site visits will be held. The project magnitude range is between $1,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238140; size standard $14 million applies. Time for completion is 545 days after Notice to Proceed (subject to change - solicitation will govern). All interested parties must be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. If you are not registered with CCR, you may request an application via phone at 1-888-227-2423 or register online at http://www.ccr.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. SDVOSB or VOSB also must be registered in the Central Contractor Registration (CCR) to be eligible to receive an award under the program.
