- This announcement constitutes a Sources Sought Synopsis to perform market research for a firm fixed price construction requirement at Hickam Air Force Base in Oahu, Hawaii. It is not an Invitation for Bids (IFB) or a Request for Proposals (RFP). This announcement is for information and planning purposes only, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The information from firms that fail to provide ALL of the information requested in this sources sought synopsis, will not be used in the Government's acquisition decision. The purpose of this sources sought synopsis is to determine the interest and capability of potentially qualified small businesses of all types relative to the North American Industry Classification code (NAICS) 238110. The Small Business size standard for this NAICS codes is $14 million average annual revenue. The project includes site work and construction of cast-in-place concrete structures for munitions storage and maintenance. Up to four structures will be earth-covered. Up to two structures will have earth-filled walls. Two structures will be partially steel framed with metal exteriors. The project site is within Quantity Distance arcs for existing munitions storage sites. Safety measures for such locations will apply during construction, and the project site is at a remote part of Hickam Air Force Base that may affect concrete transit times. The price range for the entire project is between $10M and $25M. The Government may use responses to this sources sought synopsis to determine the type of solicitation issued and the manner of advertisement. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: (1) Indicate your intent to submit a proposal for this project when it is formally advertised. (2) Name, address and DUNS number of firm with phone and email of points of contact. (3) Size of firm including category of small business, such as 8(a), HUBZONE, or SDVOSB. (4) Provide a list of construction work your firm performed for the Corps of Engineers. If your firm has no previous Corps of Engineer work experience, list other construction work performed on a Department of Defense installation. Include the contract number, date of award, date of substantial completion, cumulative contract dollar amount, and whether your firm was the prime or subcontractor. (5) Identify the projects performed by your firm involving the following: (a) micro tunneling for installation of site utilities; (b) simultaneous construction of multiple structures at the same general site; (c) installation of site utilities involving dewatering due to high groundwater elevations; (d) placement of reinforced concrete walls up to three-feet thick; (e) installation of telecommunications, fire alarm and intrusion detection systems; and (f) construction performed in phases.
