Description
Wage Determination 2005-2103 rev 10 This is a combined synopsis/solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number for this requirement is TIB-2011-RFP-0008 and is hereby issued as a Request for Quote(RFQ) using FAR Part 13, Simplified Acquisition Procedures. The Federal Retirement Thrift Investment Board, Washington DC, requires the following item: Front Desk Receptionist in accordance with the attached RFQ and Statement of Work (SOW). The North American Industry Classification System code (NAICS) is 561110. The wage determination applicable to this acquisition is 2005-2103, revision No. 10 (delete previously posted wage determination 2005-2125, rev No. 11)) and the required Occupation Code is 01280- Receptionist. A firm fixed price contract will be awarded. All interested parties must bid on all items. DESCRIPTION OF REQUIREMENT: Base year plus two (2) options years. SEE ATTACHED RFQ FOR FULL DETAILS OF SERVICES AND/OR SUPPLIES REQUIRED. Base Year - 1 FEBRUARY 2011- 31 JANUARY 2012 Hours: 2,384.5 CLIN 0001: Front Desk Receptionist 1st Option - 1 OCT 2012- 30 SEPT 2013 Hours: 2,384.5 CLIN 1001: Front Desk Receptionist 2nd Option - 1 OCT 2013- 30 SEPT 2014 Hours: 2,384.5 CLIN 2001: Front Desk Receptionist DELIVERY ADDRESS: The services and/or supplies are procured on the behalf of the Federal Retirement Thrift Investment Board, Washington DC 20005. FAR 52.212-1, Instruction to Offerors-Commercial Items-ADDENDA OFFER PREPARATION INSTRUCTIONS: (a) To assure timely and equitable evaluation of the offer, the offeror must follow the instructions contained herein. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors must submit with their offers: 1) Pricing Schedule - submit original and one copy, (2) Technical Approach to include- Candidate resume and qualification requirements specified in the Statement of Work (SOW), (3) Complete the necessary fill-ins and certifications in provisions. 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Cost Past Performance Technical Approach Technical and past performance, when combined, are equal to cost. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) In addition, the proposal must list the Company name, address, DUNS number, CAGE code, Federal TIN, and point of contact to include phone number and email address.
