Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Receptor Biology and Gene Expression (LRBGE), plans to procure the brand name PerkinElmer Columbus Conductor Image Analysis and Storage Server manufactured by PerkinElmer Health Sciences Inc., 710 Bridgeport Ave., Shelton, CT 06484. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard in 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery: 4-5 weeks after receipt of purchase order The contractor shall provide: 1) one Columbus Conductor 3TB (HH13000000); 2) one Conductor mains kit USA/Canada (HH13000004) and; Columbus Installation (HH13000099). Facts and Reasons to Justify Other than Full and Open Competition 1. Statute: 13.106-(b)(1) and 13.501-(a)(1) (b) Soliciting from a single source. (1)For purchases not exceeding the simplified acquisition threshold, contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreement, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. The Perkin Elmer Columbus Conductor Image Analysis and Storage Server has several unique features that are critical for research in the LRBGE High Throughput Imaging facility. These combination of features are not found on any other commercial image analysis/storage system: A.Image server must allow Remote access to image data by an unlimited number of users via a web-based remote access interface. B.OME-based image database software which can seamlessly import image data from many sources including the Opera Automated Microscopes and organize this data for end users. C. The NCI lab currently use several custom automated image analysis algorithms, which were developed using the Perkin Elmer Acapella image analysis software scripting language. The image analysis & storage server must execute these Acapella-based algorithms in parallel on 16x CPU cores. This requires Perkin Elmer software licenses that are only available on the requested server system. Description of the instrument required: The NCI requires high-performance computer server hardware equipped with terabyte-scale data storage capacity. This optimized computer hardware must be supplied with pre-installed/vendor-supported software that integrates both image database, image storage, and image analysis functions in a single platform. The image server hardware/software system must allow web-based access to image data by an unlimited number of remote users. The following salient characteristics are required of the Columbus Conductor 3TB: •Server computer with 4x4 core CPUs, 32 gigabytes of RAM, optimized for parallel computing; •Server SAS data storage unit with 3terabyte capacity, for fast retrieval of image data; •Image database software based on the highly flexible Open Microscopy Environment (OME) software architecture for import and management of image data and metadata; •Licenses for Acapella Image Analysis software to execute in parallel on 4 x 4 core CPUs present in the server hardware; •Software integration/interface between OME-based image Database and Accapella Image Analysis software and; •Installation and maintenance of hardware and software provided by system manufacturer. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on January 12, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
