Description
A solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for NSN 2840-01-093-9145, a Metallic Seal used on the T-58 Aircraft Engine. The proposed contract is 100% set aside for small business concerns. The award will be for a base year and four option years. The Estimated Annual Quantities (EAQ) are as follows: Base Year EAQ: 58 each; Option Year EAQ: 58 each. FOB: Destination, Inspection /Acceptance: Origin. Contractor First Article Testing (FAT) and Contractor Production Lot Testing (PLT) are required. Contractor FAT is due 184 days ARO, Contractor PLT is due 184 days after FAT approval, and production units are due 25 days after PLT approval. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The OEM is General Electric, CAGE 99207, and approved manufacturing sources are Union Machine Company, CAGE 51992, Enginetics Corporation, CAGE 60168, and Kerns Mfg Corporation, CAGE 93596. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award. In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The solicitation issue date is on or about January 14, 2011. A copy of the solicitation will be available via DIBBS at https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP.
