Description
The Department of Veterans Affairs, Bay Pines VA Medical Center, Saint Petersburg, Florida has a requirement for schematic mapping of underground telecom/data infrastructure located in the Bay Pines manhole system. A site survey will convene on January 7, 2011 at 10am, location: 10,000 Bay Pines Blvd. Bldg. 2 Room 219A. Point of Contact: Richard English. All travel will be at the expense of the vendor. A background check will be provided before any work begins. All information shall be furnished at no cost to the Government and can be sent via email to leslie.hawkins2@va.gov. No questions or enquiries will be accepted by telephone. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This award will be made using Simplified Acquisition procedures. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number VA-248-11-RQ-0091 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 effective July 23, 2010 and Veterans Affairs Acquisition Regulation Supplement (VAAR) current to January 7, 2010. A determination by the Government not to compete this contract based upon responses to this notice is solely within the discretion of the Government. NAICS code 517911 applies to this procurement. This procurement is restricted to small and service-disabled veteran-owned businesses only. Please direct all questions regarding this procurement to Leslie D. STATEMENT OF WORK A.GENERAL INFORMATION 1.Title of Project: Inventory and mapping of Bay Pines HCS underground communication system. 2.Scope of Work: Vendor will provide all labor, material and technical expertise to survey, identify, and map all communications cabling in the Bay Pines HCS signal manhole system and building entry points. This system consists of app.30 manholes and app. 20 buildings with multiple entry points on the US Dept of Veterans Affairs property located at 10000 Bay Pines Blvd, Bay Pines Fl 33744. The vendor will enter each manhole, Junction Box and Crawl space to identify the existing cables, fibers and the capacity and size of each conduit entering and exiting each manhole and buildings, to include pathways for building to building. The vendor will enter each building and identify the type of each cable & fibers and its spare capacity at all entry points. Labeling and identifying of cable will be part of the identifying process. The survey will locate the manhole by GPS coordinates obtaining the longitude and latitude and these coordinates shall be put on a layer within the VA site plan in AUTOCAD format. The vendor will remove all un- identified abandoned cables or fibers from the manholes to building entry point. Once the survey has been completed all information will be documented in AUTOCAD version 2011 format and with AIA symbols and layers: 1.Butterfly drawings of each manhole and junction box showing the number of cables and types coming in and out of each conduit. 2.A site plan showing the routing of each cable through the duct bank system with GPS coordinates. 3.Building entry point report listing the quantity and type of cable entering the building with GPS coordinates. 4.Identified spare cable pairs and fiber strands will be listed on all documentation, however a master spreadsheet shall be developed showing manhole/entry point, type and number of conductors,. 5.GPS listing of manhole coordinates will be identified with manhole numbering system on VA site plan. Vendor is to meet all current OSHA requirements. The vendor will be accessing confined spaces and will be responsible for gas free engineering services. This will require the continuous monitoring of the environment for safe entry of manhole system and emergency manual extraction, which is the responsibility of the contractor. There could be a couple of area that would require dressing out for asbestos. 3.Background: Bay Pines HCS system is presently engaged on several major construction projects. These projects will be affecting our underground manhole system and the underground communication pathways they support. Identifying and updating our records prior to the redirecting of these underground pathways is required prior to the construction. 4. Performance Period: 60 days from Notice to Proceed. 5.
