Description

The US Army Corps of Engineers, Rock Island District, intends to procure the following requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. Participation for staff support services for the Upper Mississippi River and Illinois Waterway - Navigation and Ecosystem Sustainability Program (UMR-IWW NESP). The services to be procured include the organization, facilitation, and record keeping for all meetings and/or conference calls for the UMR-IWW NESP during calendar year 2011 with Upper Mississippi River Basin Association, 408 Saint Peter Street, Suite 415, Saint Paul, MN 55102-1197. The NAICS code for this procurement is 924110. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. Authority to work and contract with the UMRBA is contained in Section 8004(g)(2) of WRDA 2007 for the Upper Mississippi River and Illinois Water-way System Navigation and Ecosystem Sustainability Program (UMR-ILL NESP) which states that 'The Secretary shall appoint and convene an advisory panel to provide independent guidance in the development of each implementation report...' and Section 8004(e)(2) which authoizes the Secretary to enter into agreements with the Upper Mississippi River Basin Association and transfer funds for the planning, implementation and evaluation of projects and programs of UMR-IWW NESP.
