Description
The US Army Contracting Command, Rock Island Contracting Center, Rock Island, IL, on behalf of the Office of the Project Manager for Joint Services (PM-JS), is conducting a market survey to identify potential sources that are capable of maintaining and operating the Scranton Army Ammunition Plant (SCAAP) for one year beginning 1 January 2012 and ending 31 December 2012. General Dynamics - Ordnance Tactical Systems (GD-OTS) is the current facilities use contractor at SCAAP. This contract is due to expire 31 December 2011. This one year facility use contract will be awarded as a no-cost contract. However, it is anticipated that the Government will provide funding for the mandatory post 9-11 security force as well as for a few forecasted facility upgrades. These awards will be made to a Basic Ordering Agreement via delivery orders without fee. SCAAP currently has the capability to produce the following large caliber metal parts: M107s, M110s, M485s, M795s, M1s and 120mm mortar shell bodies. The operating contractor must be able to produce these items. However, no production awards are guaranteed with this facilities use contract. It is mandatory that the successful contractor make the required minimum $2,000,000.00 investment to the facility during this operating year. This investment is to be made to the equipment and infrastructure improvements beyond the scope of normal maintenance. The purpose of this market survey is to notify the public that the follow-on acquisition strategy is currently being analyzed and determined. This one year contract award will allow enough time for the final strategy to be decided and executed. Interested sources shall provide a summary of their company's capabilities, name/address/point of contact information, production capabilities, a description of current manufacturing processes, inspection capability, personnel, past experience as a manufacturer, and whether the company is a large or small business. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. The Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All information submitted will be held in a confidential status. The contractor shall provide all information requested in this notification within 15 days of this publication by electronic mail at no cost to the Government, to vanessa.allardyce@us.army.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
