United States Government Seeks Offers for the Lease of Warehouse, Office and Related Space in Woodbridge, Virginia Expressions of Interest Due: January 7, 2011 Market Survey (Estimated): January 18, 2011 Offers Due (Estimated): February 18, 2011 Occupancy (No Later Than): July 1, 2011 General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Woodbridge Delineated Area: North: the south bank of the Occoquan River and Occoquan Reservoir to the north; East: the west bank of the Potomac River; South: Virginia Route 619 (Fuller Road / Joplin Road) to Independent Hill road to Virginia Route 234 (Dumfries Road) to the intersection of Virginia Route 234 (Dumfries Road) and Virginia Route 642 (Hoadly Road); West: Virginia Route 642 (Hoadly Road) to Virginia Route 3000 (Prince William Parkway) to Virginia Route 641 (Old Bridge Road). Minimum Sq. Ft. (ABOA): 83,333 Maximum Sq. Ft. (ABOA): 87,500 Space Type: Warehouse Parking Spaces (Total): 25 Parking Spaces (Surface): 25 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 10 Years Firm Term: 10 Years Option Term: N/A Tenant Improvement Allowance: $7.01 / USF Additional Requirements: Ceiling Height: Approximately 25’ Warehouse/Office Ratio: Approximately 90% / 10% The entire warehouse space shall be heated and air conditioned. Wareyard: Approximately 55,000 SF fenced and secured wareyard that shall be paved and curbed. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 year flood plain. The Government will consider relocation if it is determined to be economically advantageous. The Government will use the information is receives in response to this advertisement as a basis to develop a cost benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as other costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. SUBMISSION REQUIREMENTS Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): • Building name/address; • Legal property description, recent survey, and property identification numbers (PIN); • Location of space in the building and date it will be available; • One-eighth inch scale drawing of space offered; • ANSI/BOMA defined office area/useable square feet (USF) and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included; • Name, address, telephone number, and email address of authorized contact; • In cases where an agent is representing multiple ownership entities, written acknowledgement, and • Permission to represent multiple owners for the same submission. AUTHORIZED CONTACTS GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative UGL Equis Corporation.
