- The US Army Medical Research Acquisition Activity proposes to award to Daylight Chemical Information Systems, 120 Vantis, Ste 550, Aliso Viejs, CA 92656 on a sole source basis for software maintenance, upgrade, and support primarily for the Chemical Information Systems at Walter Reed Army Institute of Research. This is for the continuation of current on going research project. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would also increase the overall cost to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. NAICS code for this requirement is 541511. This will be set a total small business set aside. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
