Administrative Support Services CONTRACTING OFFICE ADDRESS: Contracting Office Defense Logistics Services Office, Suite 1145, 8725 John J. Kingman Road, Fort Belvoir, Virginia 22060 NAISC 561110 - Office Administrative Services Purpose: This RFI is the initiation of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The Defense Logistics Agency is issuing this RFI, in support of Executive Administrative support which includes general accepted office support activities such as, but not limited to, front desk telephone presence, document creation and management, coordination of position papers and memorandums, and general office equipment and supply support. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 561110- Office Administrative Services, and the applicable size standard is $7,000,000.00. The location where the work will be performed is the Head Quarters, Defense Logistics Agency, Information Operations, Fort Belvoir, Virginia. The period of performance includes a base period beginning February 1, 2011 through January 31, 2012. NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the government to acquire any products or services. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of contractor submission of responses to this RFI or the government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This notice is an announcement seeking market information on Administrative Support Services as described herein. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. No reimbursement will be made for any costs associated with this or future requests. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to register with On-line Representations and Certifications Application (ORCA) at https://orca.bpn.gov. DESCRIPTION The scope will encompass: Administrative Support- Executive Administrative Specialist - Enterprise Solutions Office The contractor shall provide direct support and assistance to the Executive Director, Enterprise Solutions Office and to other staff as directed by the Executive Director, Enterprise Solutions Office. Works closely with the Executive Director, Enterprise Solutions Office to accomplish assigned responsibilities. The contractor shall perform the following, or similar, activities as requested: 1. Public Interface and Executive Time Management. 2.Receives and processes all incoming telephone calls to the Executive Director, Enterprise Solutions Office for the Executive Director and his/her executive staff; interacts with senior military and civilian officials on behalf of the Executive Director. 3. Facilitates communication with staff and external agencies. 4. Maintains the Executive Director, Enterprise Solutions Office calendar and schedules key events (e.g., meetings, conferences, VTCs). 5. Makes travel arrangements for the Executive Director, Enterprise Solutions Office, and prepares travel vouchers for signature; assists other staff as directed. 6. Distributes and routes incoming material (e.g., mail, packages, direct delivery of staff actions) to appropriate staff. 7. Escorts Official and Foreign visitors on behalf of the Executive Director, Enterprise Solutions Office. 8. Refers to a variety of manuals, regulations, established correspondence policies, and software manuals. Uses facsimiles, local area network, and Internet communications techniques to obtain information and conduct routine research and coordination of activities. 9. Prepares and reviews executive correspondence, reports, and other documents. 10. Ensures that all office correspondence is prepared in the proper format and in accordance with staffing procedures. 11. Utilizes a variety of software packages (e.g., MS Office Suite) to produce documents. 12. Establishes and maintains an efficient filing system. 13. Maintains Staff personnel folders documentation, as required. 14. Ensure supplies are on hand to meet executive needs; coordinates for re-supply. 15. Coordinates reservations and schedules conference rooms to support all Operation Directors requirements. 16. Sets up conference rooms for meetings. 17. After meetings, cleans-up, and returns conference rooms to original condition, if necessary. 18. Serves as backup to other offices when necessary. 19. Provides administrative support as requested. 20. Provides special event coordination and support, as requested and assigned. 21. Inputs government personnel Time and Attendance into the DLA Time and Attendance system as requested. Administrative Support Specialist - Information Assurance Office - (OPTIONAL) The contractor shall provide direct support and assistance to the Staff Director, Information Assurance Office and to other Information Assurance Office staff as directed by the Staff Director. Works closely with the Staff Director, Information Assurance to accomplish assigned responsibilities. Activities include, but are not limited to: 1. Public Interface and Executive Time Management. 2. Receives and processes all incoming telephone calls for the Staff Director, Information Assurance and his/her staff; interacts with senior military and civilian officials on behalf of the Staff Director, Information Assurance. 3. Facilitates communication with staff and external agencies as directed. 4. Maintains the Staff Director, Information Assurance calendar and schedules key events (e.g., meetings, conferences, VTCs) as directed. 5. Makes travel arrangements for the Staff Director, Information Assurance and prepares travel vouchers for signature; assists other Information Assurance Office staff as directed. 6. Coordinates reservations and schedules conference rooms to support all IT Strategy, Policy, and Licensing meeting requirements. 16. Sets up conference rooms for meetings. 17. After meetings, cleans-up, and returns conference rooms to original condition, if necessary. 18. Serves as backup to the Chief Information Officer Executive Secretary, when necessary. 19. Provides administrative support to IT Strategy, Policy, and Licensing staff, as requested. 20. Provides special event coordination and support, as requested and assigned. 21. Inputs government personnel Time and Attendance into the DLA Time and Attendance system as requested. Interested parties shall not submit more than 20 single-sided, typed-written pages using 12-point type or large. Published literature may be any number of pages. Request Capability Statements include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, business size, and NAICS code. 2. Demonstrate the ability to provide employees with skill referenced above. 3. Past/current Performance Background as it relates to the requirement as outlined in this RFI, to include: a. Contract Identification Number(s), b. Title and a brief summary of the objective of the effort, c. Contracting agency or Company (Government or Commercial) with Phone Number/Point of Contact, d. Value of the contract(s), e. Type of contract(s), i.e. firm fixed price, ect... All responses must be either in an Adobe PDF or Word document. Proprietary Markings: Please be advised that any proprietary information must be market as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page by page basis. Moreover, the Government does not assume any duty to contract a respondent and inquire whether any unmarked information submitted in response to the RFI is proprietary.
