Description
SOW and J&A The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to issue a Blanket Purchase Agreement (BPA) to The University of Alabama in Huntsville (UAH), 301 Sparkman Drive NW, Huntsville, AL 35899. The BPA shall be for a base period of twelve months, with four additional twelve-month option periods that may be exercised at the Government's discretion. The not-to-exceed amount of the BPA is $5 Million. The full scope of duties to be performed is set forth in a Statement of Work attached to this posting. All personnel employed under this effort must have, at a minimum, a SECRET security clearance. All personnel having access to MSIC facilities must have a TS/SCI clearance. While the intent is to contract with UAH, all proposal submissions clearly meeting the aforementioned qualifications and including fair and reasonable pricing will be considered for evaluation, to include potential selection under "best value" criteria to be provided after initial synopsis. FAR Part 8.404 is applicable to this requirement. No solicitations shall be issued other than this notice. Proposal submissions are due NLT 1400 CST, 20 December 2010. UAH must submit a list of proposed personnel, a resume for each individual, and the labor categories and rates to be used as reflected on the offeror's GSA Schedule. Any other interested parties must submit, at a minimum, the above requested information. Upon receipt, the Government may request additional proposal information.
