Description
The purpose of this synopsis is twofold. First, the United States Special Operations Command (USSOCOM) intends to begin the process for a follow-on competitive contract to the Special Operations Forces Deployable Node-Medium (SDN-Medium) Very Small Aperture Terminal (VSAT) requirement. Technically, the follow-on effort will consist of a Family of Satellite Terminals with a potential contract value of $350M over five years. USSOCOM plans on issuing a Request For Information (RFI) for this type of capability in January 2011. The following milestones are provided for planning purposes to Industry: Market Research - Continuous through RFP release RFI release to industry - Jan 2011 Acq Plan/ Statement of Work/Demonstration Plan- Feb 2011 through Apr 2011 RFP release - May 2011 Source Selection - Jul 2011 through Sep 2011 Contract award - Nov 2011 Second, and solely as a bridge to complete the competitive follow-on effort, it is necessary to increase the current SDN-M contract H92222-06-D-0007 with L-3 Global Communications Solutions of Victor, New York, by $40M. This increase is also needed due to an accelerated pace of contract requirements in response to USSOCOM's operational tempo as it prosecutes the Overseas Contingency Operations (OCO). Justification for this bridge increase and pursuit of non-competition is that there is no other approved or available contract vehicle for SOF SDN-M systems available. Moreover, it is expected that there would be substantial duplication cost to the Government that is not expected to be recovered through competition.
