Description
The 30th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE for 8a contractors in the State of California only under the NAICS code 238160 in order to gather industry information and input with respect to a potential Base Wide Roofing Contract at Vandenberg AFB, CA. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website (https://www.fbo.gov/). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. The government is seeking to identify qualified, experienced, and interested potential businesses capable of performing the type of work as described herein. The envisioned Roofing Contract would consist of a firm-fixed-price, Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract to provide a vehicle for executing a Vandenberg AFB Roofing contract. For the purpose of this Request for Information (RFI), the anticipated North American Industrial Classification System (NAICS) code is 238160 / Roofing Contractors, with a size standard of $14,000,000. All interested parties are invited to respond and must be currently registered in the Central Contractor Registration (CCR) database (http://www.ccr.gov). This acquisition could result in a competitive 8(a) set aside, and is anticipated it would be open to firms located in California only. The basic contract is anticipated as a Firm Fixed Price ID/IQ type contract awarded using PPT and best value criteria. Should a future requirement evolve from this preliminary planning process, it is anticipated that one (1) contract would be awarded, for a term consisting of one base year plus two, one-year option periods. The maximum contract value shall not exceed $6.5M during the life of the contract. The guaranteed minimum contract amount is $5,000 for the basic period only. Work for this contract will include, but is not limited to, roofing repair and maintenance at Vandenberg AFB, CA and its associated sites. Delivery Orders written against the Roofing ID/IQ are anticipated to be a minimum of $2,000 per order. During the contract period, roofing tasks will be identified to the contractor who then must furnish all materials, equipment, and personnel necessary to propose, manage and accomplish the job. The contractor shall be required to maintain a management office near Vandenberg AFB, CA at their own expense in order to receive work requests and to provide other management services related to accomplishing individual jobs. Individual jobs will vary in regards to dollar value and the estimated number of delivery orders per year will range between 10 and 20. The jobs will include tasks in a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition, abatement, waterproofing and concrete masonry. If emailing your response, please note that due to increased firewall protections some emails may be blocked; therefore, follow-up via telephone (if an acknowledgement is not received back via email) is strongly recommended to ensure receipt of your submission by the Government. Request interested firms to respond to this notice and provide the following: 1. Firm's name, address, point of contact (POC), telephone number, fax number, email address, CAGE Code, and DUNS Number. 2. The date your company entered the Small Business Administration 8a program and the date your company is scheduled to graduate from the 8a program. 3. Identify bonding capacity (per contract and aggregate) and name(s) of surety (is). 4. Do you possess a C-39 Roofing Contractors License for the state of California?
