Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a Design-Build construction project at the Veterans Affairs Medical Center (VAMC) in Providence, Rhode Island to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran Owned, and Small Business concerns as described below. The NAICS code for this procurement is 236220. The estimated construction cost is between $10,000,000.00 and $20,000,000.00. The project is planned to be issued on or about May 2011. The project scope of work includes the design and construction of a new two-story addition with basement adjacent to and connected to the Southwest Branch of A-Wing of Building 1 Main Hospital. The building footprint of the addition shall be approximately 11,620 Building Gross Square Feet (BGSF). The first floor shall consist of the New Emergency Department (ED), approximately 9,240 Departmental Gross Square Feet (DGSF). The new ED shall have 12 patient rooms and 2 radiology rooms. The second floor shall consist of the New Intensive Care Unit (ICU), approximately 7,720 Departmental Gross Square Feet (DGSF). The new ICU shall have 8 rooms. Adjacent areas within the second floor of the existing Building 1 are to be renovated as part of the ICU project and this area is the existing Hemodialysis Department. The new Hemodialysis Department (3,600 s.f.) shall be renovated and expanded into the new ICU addition, totaling approximately 4,560 Departmental Gross Square Feet (DGSF) and 10 dialysis stations. The basement of this addition shall provide shared mechanical and support functions for both projects. This project involves civil, mechanical, electrical, plumbing, structural, and architectural disciplines. Existing HVAC, electrical, medical gas, water, and waste piping systems shall be replaced, upgraded, or installed to accommodate the renovated and new spaces. This project shall incorporate features that meet VA standards for the dignity, security, and privacy of patients who utilize these facilities. In addition, a patient centered design shall be included as part of this project. The work is located at an active VA hospital with both in-patient and out-patient functions. Impact to hospital operations must be kept to a minimum and carefully coordinated with the Contracting Officer and hospital staff. Interested firms should submit a capabilities package to include the following: business classifications (i.e. HUBZone, etc.) as well as qualifications of the Design-Build team and experience in performing the work requirements stated above. Firms must submit past demonstrated experience with two examples of a design-build project, similar in scope and magnitude to this project that the team has performed. The examples must demonstrate beyond typical building construction and should highlight demonstrated construction with connection to an existing occupied building with minimal impact to operations and cutover time, and working in an active hospital environment. Additionally, at least one of the examples must indicate the firm's experience in construction of a critical medical facility, including but not limited to an Emergency Department, Intensive Care Unit, and Operating Room. The past experience examples must have been performed within the last five years. Responses are due January 7, 2011. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
