Description
16 Dec 2010 Planned Class J&A Announcement 88 th Communications Group (CG) Wright-Patterson Air Force Base (WPAFB) Metropolitan Area Network (MAN) ASC/PKEI, in support of the 88 th CG, WPAFB, OH, issues this Class J&A Announcement for acquisition planning purposes in support of the WPAFB MAN. This is not a Request for Proposal; there is no solicitation available at this time. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The planned Class J&A allows the Air Force to exclusively procure CISCO products in order to ensure the 88 th CG maintains a standardized network at WPAFB while forgoing substantial switching costs. Award to a company not supplying CISCO products to fulfill Air Force requirements would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Anticipated contracts will provide a wide variety of CISCO equipment including, but not limited to hardware, network switches, routers, hubs, blades, transceivers, etc and the associated supporting software, equipment, services, and maintenance/support. Individual requirements will vary widely and will be fulfilled utilizing numerous solicitations over the next 12 months. This will not be one large contract for CISCO products but potentially hundreds of competitive smaller contracts. Prospective suppliers must be CISCO Gold Certified Partners in order to provide CISCO supplies and support resulting from numerous future solicitations. When requirements are identified, the place of delivery or performance will be WPAFB. Firm Fixed Price orders/contracts are contemplated. There is no specific Bill of Materials at this time and will vary based on individual requirements. There are thousands of components, subcomponents, parts, etc. that currently make up the installed base, rendering it impracticable to list each individual part that may be required over the next 12 months. Marks Jr., ASC/AQH, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
