Description
NASA/MSFC has a requirement for assistance and technical services to aid inenterprise geographic information system (GIS) planning and implementation to support theSERVIR project in its ongoing efforts to build a web-based geospatial platform.NASA/MSFC intends to purchase the items from Spatial Development International(SpatialDev). Competition is impractical for the following reasons:1. The funds specifically dedicated to establish and expand the SERVIR system wereprovided to NASA from the United States Agency for International Development (USAID)under a Participating Agency Program Agreement. The requirements and timeframe which havebeen levied on NASA by USAID necessitate immediate implementation; thus, the need to useexisting system familiarity and expertise is virtually unavoidable. Furthermore, doing solessens the risk of failure to implement requirements per the guidelines set by USAID,which incidentally keeps NASA in good standing with the USAID and promotes futurecollaboration. SpatialDev has previously provided technical support to the SERVIRproject, is familiar with the SERVIR platform, and has the required knowledge readilyavailable to support the existing work plans and critical tasks identified for fiscalyear 2011.2. SpatialDev has an existing relationship with SERVIRs international partner, theRegional Center for Mapping of Resources for Development (RCMRD), which hosts andoperates the SERVIR system in East Africa. This existing relationship will helpfacilitate the continued co-development and implementation of spatial datainfrastructure, and it also presents a successful model of interaction that can be easilyreplicated to SERVIRs other existing and future regional nodes.3. SpatialDev has ready experience in developing technologies for stakeholders indeveloping world contexts. SpatialDevs staff has been intimately involved in needsanalysis and requirements specification for agriculture applications in sub-SaharanAfrica and South Asia, designing data management and dissemination systems in response toregional needs and specifications, and establishing data/service hosting environments.They also have specialized knowledge in combining open source and proprietary geospatialand content management technologies, and their deployment in a range of operationalenvironments.4. SpatialDev is the only contractor that can meet the current requirements of SERVIR inthe near term time frame. Not only do they possess the relationships and experiencenecessary for working with SERVIRs regional nodes, they have unique access to knowledgeof developments to date to satisfy requirements of SERVIR. Working with a group otherthan SpatialDev would involve a significant loss in previously gained experience andeffort.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 30, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
